Little, Cambridge, MA, to determine the crush response of a typical cab car end beam structural component, to assess the potential for improvement in crush resistance of the end beam, and to improve and validate the finite element models for calculating the crush response. The contractor will be required to provide all necessary personnel, facilities, services, equipment and materials to perform the analysis and testing. Small Business firms classified under SIC Code 8734 that are interested in proposing on this requirement must provide to the Contracting Officer for evaluation documentation that the firm (1) has developed finite element models which have been used to perform analyses on a baseline end beam, (2) designed and fabricated a baseline end beam and test fixture, (3) developed static dynamic test requirements and test implementation plans, and (4) designed and fabricated a dynamic test sled suited to the dynamic impact of the designed end beam. Small Business firms are required to submit documentation in support of the above, for review, prior to receiving a solicitation. Documentation must be submitted with 15 days of publication of this notice. A single award will result from this solicitation. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this propos ed purchase order based upon responses to this notice is solely within the discretion of the Government.
