Contracts Office, Contract@nist.gov. The National Institute of
Standards and Technology intends to negotiate under the authority of
FAR 13.602 with The American Society of Mechanical Engineers (ASME) on
a sole-source basis to establish a forum on innovation in building's
mechanical and electrical systems. The forum is to be organized in
support of the National Construction Goals and focus on facilitating
research, technology transfer and cooperative interactions between
organizations and individuals concerned with innovations in mechanical
and electrical systems used in buildings. To accomplish this, a group
of stakeholders will be convened that includes representatives of:
1.Building owners and operators, 2.Designers, architects, and engineers
3. Manufacturers of: environmental conditioning equipment, elevators
and escalators, lighting and electrical systems, plumbing systems,
office equipment, safety and fire protection systems, furniture, and
food service equipment. 4. Government agencies 5. Professional
agencies. Period of performanceis for 12 months beginning on or about
1 Oct 1998. The Contracting Officer has determined ASME possesses the
necessary attributes to qualify as a sole-source provider for this
agency's requirements. The American Society of Mechanical Engineers is
a non-profit organization of professionals unique in its breadth of
representation of engineers involved in the R&D, design and operation
of mechanical and electrical systems in buildings. ASME does not
manufacture any building products and can therefore act impartially in
pulling together representatives of the private sector. ASME develops
standards for many of the mechanical systems in buildings and as such
has established excellent contacts with owners, designers and
manufacturers of mechanical systems. This notice of intent is not a
request for quotations. However, interested parties may identify their
interest and capabilities to satisfy the Government's requirement
within fifteen days of this notice. A solicitation document is not
