Software companies will work with the IRS to develop software to meet the IRS specifications. The IRS uses testing procedures that employ hypothetical scenarios to measure the transmission capability of potential software developers, transmitters and preparers of returns who wish to participate in the electronic filing program. The test package providers would develop electronic test scenarios for Form 1065 (U.S. Partnership Return of Income) and other related forms and schedules. The scenarios provide the information needed to prepare the appropriate forms and schedules. Therefore, knowledge of tax law and tax preparation is necessary. Providers must prepare and compute returns correctly before transmitting the tests to the IRS. All potential sources must submit clear and convincing documentation that demonstrates their capability to satisfy the IRS' requirements.
