Faller, (360) 891-5079 (i) This is a combined synopsis/solicitation for
Commercial item prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement consititutes the only solicitation; Request
for Quotations are being requested and a written solicitation will not
be issued. (ii) This solicitation, R6-GIP-8-054p, is issued as a
Request for Quotations. (iii) The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-04. (iv) Standard Industrial Classification
Code is 3441; the small business size standard is 500 employees. (v)
Supply and deliver one 85' x 6' half-through truss, one diagonal per
panel, square end vertical, bearing at unequal elevations of 1.7',
fabricated from atmospheric corrosion resistant steel IRON WOOD (tm)
decking and rub rails to act as inside safety rails to a minimum height
of 54", 85 psf uniform live load, or one 750 lb. point load, 25 psf
uniform wide load over the vertical projection of the bridge if
enclosed, 200 psf dead (snow) load. (vi) Structural design of the
bridge shall be designed in accordance with the "Manual of Steel
Contruction: Allowable Stress Design" as adopted by the American
Institute of Steel Construction (AISC)-9th Edition. (vii) Welded
tubular connection design shall be in accordance with the Structural
Welding Code (ANSI/AWS D1.1). (viii) Bridge structures shall be
fabricated by a fabricator who is currently certified by the American
Institute of Steel Construction, to have the personnel, organization,
experience, capability and commitment to produce fabricated structural
steel for Simple Steel Bridge Structures as set forth in the AISC
Certification Program. (ix) All unpainted fabrications will be produced
from high strength, low alloy, atmospheric corrosion resistant ASTM
A874 cold-formed welded square and retangular tubing, and ASTM 8588,
ASTM A606, or ASTM A242 plate and structural shapes with a minimum
corrosion index of 5.8 per ASTM G101. (x) All exposed surfaces of steel
shall be blast cleaned in accordance with Steel Structures Painting
Council Surface Preparation Specifications No. 7 Brush-Off Cleaning,
SSPC-SP7-latest edition. (xi) Exposed surfaces of steel shall be
defined as those surfaces seen from the deck and from outside the
surface. (xii) Stringers, floor beams, lower brace diagonals and the
inside face of the truss beloow the deck and bottom or the bottom chord
shall not be blasted. (xiii) Delivery is to be made to the Lewis River
Horse Camp located on the Mount St. Helens National Volcanic Monument
in Amboy, WA. (T8N, R8E Section 18). Travel via I-5, 32 kilometers
North of Vancouver, Washington to Exit 17 near the town of Woodland,
WA. Travel 54 km East on SR 50 through the town of Cougar, WA to the
Monument boundary. Continue East on Forest Service Road (FSR) to Mile
Post 32, which is the intersection of FSRs 90 and 93. (xiv) The bridge
will be unloaded and staged at the Lewis River Horse Camp, immediately
off FSR 93. (xv) The bridge should arrive in one section with the
decking and rub rails not installed. (xvi) The overall weight of the
bridge without deck and rail shall not exceed 1900 lbs. (xvii) FAR Part
52.212-1 Instruction to Offerors -- Commercial Items applies to this
acquisition; (xviii) FAR Part 52.212-2 Evaluation -- Commercial Items
applies to this acquisition. The specific evaluation criteria to be
included in paragraph (a) is: past performance and experience. Offerors
should provide a resume with a minimum of three past performance
references and provide descriptive literature. (xix) FAR Part 52.212-3
Offeror Representations and Certifications -- Commercial Items applies
to this acquisition. (xx) FAR Part 52.212-5 Contract Terms and
Conditions Required to Implement Statutes or Exective Orders --
