L -- OPERATIONAL COOPERATIVE DOPPLER RADAR, ACOUSTIC,AND LASER SENSING SCORING CAPABILITY POC Mr. Ellis Bedwell, Contract Specialist, AMSAM-AC-SS-A, 256-842-7308, Mr. William Krahl, Contracting Officer, AMSAM-AC-SS-A, 256-842-7307 SOURCES SOUGHT SYNOPSIS to be published in COMMERCE BUSINESS DAILY Sources are sought for providing and maintaining on a continuous basis an operational non-cooperative doppler radar, acoustic, and laser sensing scoring capability. The required capability will provide bullet counting, miss distance, vector, and laser sensing scoring to include both subsonic and supersonic projectiles fired against a variety of targets. The targets include full-scale drones, sub-scale drones, small scale drones, towable aerial targets and pop up/ground targets. Targets to be scored are used in training on, and test and evaluation of, ground to air, air to air, air to ground, and ground to ground weapons systems. Engineering services to design, fabricate, and test scoring devices for new targets developed during the life of this contract is also a requirement. Prospective bidders must have experience in doppler radar, acoustic, vector, and laser sensing scoring operations and maintenance, as well as design, fabrication and testing of new doppler radar, acoustic, vector, and laser sensing scoring systems for future targets. Prospective bidders must also be knowledgeable and compliant with local, state, and federal requirements in handling and disposal of environmentally sensitive products used to support this effort. This effort is planned for FY 00 with options for FY 01 through FY 04, is subject to Year 2000 certification requirements, and includes the following: a. Scoring field operational services base operations are required at Fort Bliss, Texas/White Sands Missile Range (WSMR), New Mexico; Fort Hood, Texas; and Grafenwoehr, Germany. Off-site operational services, performed on a temporary duty basis, are required at various Posts, Camps and Stations (PCS), both in the Continental United States (CONUS) and outside the Continental United States (OCONUS). Scoring field operational services are required to support Active Army and Reserve Component Air Defense Artillery training exercises; aviation gunnery; customer special test programs; other Army range targetry programs; other services' training and test and evaluation programs; and Foreign Military Sales customer requirements. Immediate feedback on weapon system/gunner performance shall be provided to the firing unit commander, or test director, of the system being scored. Field operational services may be required at any hour of the day or night and in inclement weather conditions. Services shall also include approximately 30 instances per year of twenty-four hour per day, seven day per week support, for up to two continuous weeks each instance, in support of attack helicopter gunnery operations and/or other Army range targetry programs. Field operational services shall be provided utilizing Government Furnished Equipment (GFE), consisting of ground support equipment, spare parts, and various scoring devices peculiar to specific target types and mission scenarios. Accountability for all Government-owned property is a requirement. The current inventory numbers in excessof 800 lines and is subject to change without notice. The Government does not own documentation sufficient to facilitate repair of, nor conduct training on, the scoring equipment currently in inventory. Transportation of equipment to support aviation gunnery and range targetry programs, and travel for contractor personnel, will be on a cost reimbursable basis and will be limited to that allowable under the Joint Travel Regulations (JTR). b. Engineering services are required at the contractor's facility and at various governmental test facilities and/or ranges. Newly developed scoring devices must be compatible in all respects with the existing infrastructure in place at Fort Bliss, Texas, Fort Hood, Texas and Grafenwoehr, Germany. Any new equipment must also meet all Electro-Magnetic Interference (EMI) requirements as well as radio/telemetry frequency compatibility with operations at various government ranges. A firm fixed price is anticipated for field operational services. Engineering services will be cost plus fixed fee. Any firm with the necessary skills and experience to accomplish the planned effort are invited to provide a statement of interest plus data to substantiate your qualifications to this office within 20 days from the date of publication. Data provided to substantiate qualifications should include a description of work performed (in all cases), and the contract number(s) of any previous or current Government contract(s), if applicable.
