The Federal Emergency Management Agency (FEMA) has a requirement for support of the Radiological Emergency Preparedness (REP) Program. A contractor is required to provide programmatic and technical support to allow FEMA to meet its Congressional mandate to implement the REP program to provide the Nuclear Regulatory Commission (NRC) with reasonable assurance that the health and safety of the public living around commercial nuclear power plants is being maintained. The contractor shall provide support to FEMA Regional Offices and Headquarters in the following areas: 1) evaluation of REP exercises to include providing personnel in the evaluation of offsite REP exercises, remedial exercises and other drills; pre-exercise and exercise development activities; analyzing scenarios for exercises; exercise and drill evaluation and materials review; post-exercise activities such as report preparation and exit interviews and public meetings; assisting in the resolution of exercise or drill related problems, 2) review and evaluation of offsite radiological emergency plans submitted for formal or informal review under FEMA Rule 44 CFR Part 350 or submitted for review by a utility (from NRC) when requested, 3) revision of the REP Planning Course and REP Exercise Evaluation Course, 4) planning, conducting and follow up activities for REP conferences and workshops, 5) development of REP Guidance Manuals and Workbooks which contain guidance for completion of all key plan review activities. The anticipated period of performance is 12 months from the date of award with four (4) additional 12 month option periods. The Request for Proposal (RFP) will be issued on or about August 31, 1998. Proposals will be due 30 days from the issue date of the RFP. It is anticipated than multiple awards will be made using indefinite- delivery, indefinite-quantity type contracts. Any firm which submitted a capability statement in response to our previouslyadvertised sources sought synopsis for capability statements need not submit a request for this RFP.
