The U.S. Dept. of Agriculture, Farm Service Agency requires computer digitizing services for the conversion of manually delineated farm field boundaries, as defined on USDA photomaps (24"x24" black & white aerial photography enlargements), to digital geospatial data files. A topologically structured dataset of farm field boundaries and associated data, assembled into a single file, is required for each of six county areas. Conversion shall be accomplished using "heads-up" digitizing techniques on ortho imagery with the corresponding photomaps as reference. A total of approximately 2,400 photomaps with an average of 30 farm fields each, and 330 corresponding digital ortho imagery files will be provided by the government. This requirement for computer digitizing services is being procured under FAR Part 12 procedures for commercial items. The proposed contract is 100% set aside for small business concerns.
