Directorate (AMCOM) proposes to acquire on an other than full and open
competitive basis, aircraft operation and related support for a flight
test program to collect IR Signature data on an AH-64D aircraft at Yuma
Proving Grounds, AZ. A noncompetitive acquisition to The Boeing
Company, Mesa Arizona, is intended pursuant to 10 U.S.C. 2304 (c)(1).
Boeing, as the manufacturer of the production Longbow Apache (AH-64D)
aircraft, is the only source with the required expertise available to
maintain/support the aircraft through the flight test effort. It is
anticipated that Boeing will conduct this effort in conjunction with an
on-going flight test at Yuma, which they are currently performing for
the Army utilizing the same aircraft. The anticipated period of
performance for this effort is five (5) days. All responsible sources
may identify their interest and capability to respond to the
requirement or submit a proposal for consideration by this agency. This
simplified acquisition will be accomplished using "alpha contracting"
concepts. Therefore, a solicitation is unavailable. Any offeror
