requested to assist with an ongoing business case analyses in the area
of Occupational Safety/Health Services. Information gathered will be
used in a cost comparison to determine the most efficient method of
continued performance. The Government labor titles for these functions
are: GS-0018-11 Safety and Occupational Health Specialist (Explosive
and NAVOSH ), GS-0019-07 Safety and Occupational Health Specialist
(Explosive and NAVOSH), GS-0690-12 Industrial Hygienist, and GS-019-07
Safety Technician. The place of performance will be, Crane Division,
Naval Surface Warfare Center, Crane, Indiana. The Government request
all interested parties provide the title of comparable labor categories
and associated labor rates that would be qualified to perform the
requirements as listed herein. The contractor shall provide all
personnel, material, and travel to perform the tasks associated with
safety and occupational health services. Requirements include:
Establishing an Occupational Safety and Health Program in accordance
with the provisions contained in OPNAVINST 5100.23D. The contractor
shall investigate accidents, analyze precipitating factors, prepare
accident cause data to develop specific methods for prevention. The
contractor shall review work process and recommend corrective or
remedial safety measures. Periodic and unscheduled inspections of
operations and facilities to insure compliance with applicable
regulations and hazard control methods, shall recommend measures to
correct safety and occupational health deficiencies. Must instruct
employees of safety and health subjects, including chemical and
physical safety. Shall develop and implement safety education,
including safety orientation training for new employees. The contractor
will provide applicable training for personnel working in hazardous
areas and provide a training plan to the supervisor of employees.
Safety material for training can be acquired in the form of video
tapes, pamphlets, and bulletins. Provide services for the operation of
the Industrial Hygiene Program, which consist of industrial processed,
research, development, and testing. Workers are exposed to a variety of
chemical, physical and radiological hazards, including some for which
the nature and extent of the hazard is not fully understood. The
contractor shall conduct periodic surveys of working conditions to
determine the nature and magnitude of hazardous exposures and the
effectiveness of existing control measures, such as chemical hoods,
changes in work processes, or the use of new materials. In places where
hazardous exposures are not adequately controlled, the contractor shall
devise and develop control measures to change in work procedures for
ventilation systems, shielding, materials substitution, or the use of
personal protective devices for adequate protection. In the planning
and development phases, the contractor shall evaluate the proposed new
work processes or material, particularly in experimental operations,
to insure incorporationof adequate measures for the prevention or
occupational diseases. Asbestos Containing Material operations shall be
conducted in accordance with 29 CFR 1910.1001 and OPNAVINST 5100.23.
The contractor shall investigate health problems which arise among
workers, investigate workplace conditions to identify potential
causative factors and devise means to resolve complaints. Physical
screening and periodic health monitoring of employees exposed to
specific effects, such as the increased possibility of cataracts among
LAZER workers, liver and blood dysfunction in the TNT workers, etc.
Other requirements include; consulting and advisement on occupational
health problems, consultation regarding clean up of hazardous material
spill, performing studies of specific industrial processes to evaluate
potential health hazards. The contractors shall prepare and disseminate
a variety of safety reports in accordance with OPNAVINST 5100.23D,
OPNAVINST 5102.1, and OPNAVINST 5100.12. Site visits are not being
scheduled at this time. The necessity of a site visit will be
determined after the information gathering process is complete.
