requested to assist with an ongoing business case analyses in the area
of Communication Services. (Emergency Police and Fire Dispatch).
Information gathered will be used in a cost comparison to determine the
most efficient method of continued performance. The Government
communication service is presently being performed by personal with the
labor title of GS-0392-05 Communications Clerk. The place of
performance will be, Crane Division, Naval Surface Warfare Center,
Crane, Indiana. The Government request all interested parties provide
the title of comparable labor categories and associated labor rates
that would be qualified to perform the requirements as listed herein.
The contractor shall provide all personnel, material, and travel to
perform the tasks associated with manning a communications office for
the purpose of dispatching emergency police and fire services.
Requirements shall include enforcement of the law, general surveillance
of the Center, monitoring compliance with laws and regulations and
coordinating and operating security communications. The contractor
shall receive calls and messages which they are responsible for
transmitting instructions and dispatching police officers to the scene.
Shall be responsible for the receipt of all fire alarms whether by
telephone, radio, verbal or by Game Well system alarms. Must monitor
standard broadcast AM and FM radio and television for weather reports,
disaster information, and articles of Center interest. Shall monitor
and test alarm system, ensure clearing of security radio circuits as
required for transmission of emergency matters, operates the 1DACS
system computer and teletype, test disaster preparedness circuits
monthly and horns as required and maintain police and fire logs. The
contractor must operate and monitor the Intrusion Detection Alarm
System and program lose circuit television, must implement standard
procedures for response to all alarms received on intrusion alarm
system, must have knowledge ofradio voice procedures, teletype/computer
codes, ability to maintain composure under stressful situations, and
clear speaking ability. Must know basic keyboard skills required to
operate the 1DACS System and to operate the teletype/computer of the
Intrusion Detection Alarm system. Must have knowledge of Information
Security Program and be eligible to hold a Secret Security Clearance.
Work hours are from 0000 to 2400, Sunday through Saturday including
federal holidays. The contractor shall provide adequate supervision of
employees, ensuring that the post is manned at all times. There shall
be a general transfer of information from one shift's personnel to the
next. The contractor employees must meet all visual and hearing
standards, must pass physical examination, must have no felony
convictions and no convictions that reflect on the individual's
reliability. Other duties include the dispensing of and control of keys
for access to buildings, offices, equipment and gates on center. Site
visits are not being scheduled at this time. The necessity of a site
visit will be determined after the information gathering process is
