National Cemeteries are National Shrines. The standards for the
management, maintenance and appearance of these cemeteries have been
established by the Department of Veterans Affairs, hereafter referred
as the VA, to reflect this nation's concern for those interred there.
The contract requirements as set forth in the Work Statements herein
contemplate a complete program for the performance of scheduled,
routine duties, administrative duties and managerial responsibilities
by a Contractor to assure daily operations of the cemetery in
accordance with the prescribed VA standards. The Contractor will be
required to furnish all labor, supervision, equipment, supplies and
materials consistent with the management of the six point one (6.1)
acre Sitka National Cemetery, located at 803 Sawmill Creek Road, Sitka,
Alaska 99835. The performance of limited administrative services
consistent with the operation of a national cemetery will be necessary
for the completion of this contract in a satisfactory manner. The
contract period will be from October 1, 1998, through September 30,
1999, with four(4) one(1) year options to renew. If all options are
exercised the contract period will be through September 30, 2003. All
work performed in this solicitations/contract is subject to the general
requirements of the contract as specified in Section-C
Description/Specification. The operations to be performed shall include
but not be limited to the following: Completion of all burials,
headstone setting and alignment, alignment of older headstones,
disinterment, reinterments, and everything related to the burial
operation; tree removal, snow plowing and removal, cutting and trimming
grass, edging; collection and disposal of debris; shrub, bush, and tree
pruning; hedge trimming; fertilization; fence line vegetation removal
and control; tree line trimming; tree, limb and stump removal,
grassing; liming; soil test sampling; shrub and tree establishment;
plant bed cultivation and mulching; and other miscellaneous services
described herein. The use of herbicides to accomplish certain grounds
maintenance functions may be permitted if approved by the Contracting
Officer or the Contracting Officer's Technical Representative
(C.O.T.R.). The SIC Code for this proposal is 0782. Contract award is
subject to the availability of funds. All requests for the solicitation
must be in writing (facsimiles will be acceptable fax (907)257-6711. It
is estimated the Solicitation documents will be available August 17,
1998. All responsible sources may submit an offer. Estimated dollar
amount of this procurement is $100,000.00 to $250,000.00 A Firm Fixed
Price Contract is anticipated. Estimated bid opening date of September
17, 1998, at 2:00pm AST. This is a Small Business Set-Aside
procurement and any businesses other than Small Businesses will not be
