The Office of Contracts and Procurement, Office of the Chief Financial Officer (OCFO) of the District of Columbia (hereafter "District") seeks expressions of interest from capable firms or organizations to implement an activity based costing (ABC) project in the Office of Tax and Revenue (OTR), Office of the Chief Financial Officer (OCFO) of the District Government. The purpose of the project is to (1) develop cost information for certain activities within the District; (2) formulate agency budget based on cost data; and (3) manage the performance, cost, and quality of the services the District provides its citizens. This project is designed to train the District staff in ABC concepts, tools and methodologies; determine the hardware and software requirements for ABC; identify and quantify process improvement opportunities related to the examined activities; recommend needed changes to the integrated ABC results into the budget formulation process; and determine whether the final management system beinginstalled is capable of performing ABC or if other software is required. Specific Activities will include (a) Assessment of Tax; (b) Collection of Tax; (c) Auditing; (d) Investigation; and (e) Return and Payment Processing.
