US Army CECOM S&TCD in support of PM MILSATCOM is conducting a market
survey of sources that are capable of producing a NDI Linear 4-band
(Quad (C/X/Ku/Ka) band)Traveling Wave Tube (TWT) High Power Amplifier
(HPA) or Solid State Power Amplifier (SSPA), hereafter referred to as
the Quad TWT. Quad TWT Specification is as follows: (1)Frequency Range
-- (a)C-band 5850-6425 MHz; (b)X-band 7900-8400 MHz; (c)Ku-band
14.0-14.5 GHz; (d)Ka-band 27.5-31 GHz; (2)Primary Power 110/220 Volts
AC 10%, 50-60 Hz; (3)Operating Temperature: -20 degrees C to +49
degrees C; (4)Power Output: 400 Watts minimum; (5)Power Output
Flatness: 1 dB over any 40 MHz band-width; (6)To the extent possible,
the weight of the HPA and transit case should not exceed military two
person lift; (7)Phase Linearity (operating at rated EIRP less 6 dB):
The RF to IF phase response shall not deviate from linear by more than
the following amounts 0.1 radian over the center 60 % of any bandwidth
B portion 0.25 radian over the center 80 % of any bandwidth B portion,
B defined as follows: For C and Ku-bands, B is any 36-MHz portion of
the RF band for 70 MHz IF operation; For X-band and Ka-band, B is any
40-MHz portion of the RF band for 70 MHz IF operation; (8)Extraneous
Outputs: The EIRP of any extraneous or spurious emissions be at least
80 dB below the rated normal EIRP. The EIRP of any single harmonic of
the fundamental be at least 60 dB below the normal EIRP of the
fundamental. (9)Power Stability: for a constant input, <1.0 dB
carrier power variation over a 24-hour period. (10)Impedance: 50 Ohms,
1.30:1 VSWR max. The NDI HPA is intended for use in a tactical SATCOM
terminal application environment with other government-owned SATCOM
communication equipment (not described). The HPA will need to be
enclosed in an air cooled, rugged, weatherproof transit case (the
source is requested to indicate if it's HPA is available as a transit
case mounted system). The HPA would provide a minimum of 400 watts of
output power over all frequency bands. The source has the option of
providing approaches that use one HPA to cover the (C/X/Ku/Ka)
frequency bands or use two or more HPAs to provide coverage. If the
proposed approach involves two or more HPAs (the Government mission may
not require the capability to transmit over all 4 bands simultaneously)
it is desirable that a multiple HPA approach utilize identical control
and power interfaces. A multiple HPA approach should be field
reconfigurable within the transit case with simple hand-tools. The
source should indicate if its approach will allow common hardware (i.e.
HPA power supply, transit case, remote control signal/monitor
interfaces, etc.) to be usable without rework as the different HPAs are
interchanged. The source is requested to state the use of any
linearizer technologies used, if any. The source should be
knowledgeable and document a proven track record of accomplishments in
providing technical assistance related to HPA design, manufacture,
maintenance, reliability, and testing. Estimated issuance date of this
Sources Sought Request is August 1998 and responses are to be received

provider is to furnish one (1) set of descriptive Quad HPA system
literature with response submission. The supporting literature must be
in sufficient detail to enable the Government reviewer(s) to determine
if the equipment described is in compliance with the technical
requirements stated in the technical specification. Acknowledgment
receipt will not be issued, nor will the respondents be notified of the
