synopsis/Request for Quote (RFQ) for commercial items prepared in
accordance with FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. It is the offeror's responsibility to
download a copy of this RFQ and to monitor this site for the release
of any amendments to this RFQ. This RFQ and incorporated provisions and
clauses are those in effect through the FAC 97-04. The required item(s)
is/are as follows: Item No. 1: Quantity: 4 (four) -- Programmable
Electronic Load with the following specifications: -- Rated input power
of 4 kW minimum -- Rated input voltage of 600V minimum -- Rated input
current of 200A minimum -- Operating modes: 1.) Constant current --
Minimum of two range selections, Minimum resolution of 0.03% of
selected full scale, Minimum accuracy of +/- 0.5% below 20A and +/-
0.25% above 20A, 2.) Constant voltage -- Minimum resolution of 0.03% of
full scale, Minimum accuracy of +/- 0.5% below 20V and +/- 0.25% above
20V, 3.) Constant resistance -- Minimum resolution of 0.03% of full
scale, Minimum accuracy of +/- 3% of full scale, 4.) Constant power --
Minimum resolution of 0.04% of full scale, Minimum accuracy of +/- 3%
of full scale, -- Programming/control interfaces: Front panel,
IEEE-488 or RS-232, or both, External Analog signal of 0V to 5V, or 0V
to 10V yields 0 to full scale loading in all operating modes, --
Programmable protections: Over voltage, Over current, Over power, Over
temperature, -- Readbacks: Current -- Minimum resolution of 0.03% full
scale, Minimum accuracy of +/- 0.5% below 20A and +/- 0.25% above 20A,
Voltage -- Minimum resolution of 0.03% of full scale, Minimum accuracy
of +/- 0.5% below 20V and +/- 0.25% above 20V, -- Units must be able to
operate in parallel -- Slew rate of 50uS or less -- AC input 120VAC --
Ambient operating temperature 0 to 40 degrees Celsius -- Air cooled
The DPAS rating for this acquisition is DO-C9. Delivery shall be FOB
Destination to NASA Lewis Research Center, Cleveland, OH 44135.
Delivery shall be made on or before September 1, 1998. The inspection
and acceptance point is NASA Lewis Research Center. This procurement is
a total small business set-aside. The SIC Code for this acquisition is
3629. The Small Business Size Standard is 500 employees. The offeror
shall state in their offer their size status for this procurement.

acquisition. Addenda (incorporated by reference) are as follows: FAR

Supplies, and 52.225-18, European Union Sanction for End Products.
Selection and award will be made to that responsible offeror, 1) whose
offer is technically acceptable, 2) whose proposed price is determined
to be the lowest overall cost to the Government, AND 3) whose past
performance record is satisfactory. Offerors MUST provide adequate
detail to allow evaluation of each offer (See FAR 52.212-1). Questions
regarding this acquisition must be submitted in writingno later than
seven (7) calendar days after posting/publication of this RFQ. Offers
are due to the Contracting Officer specified above, by 4:30 P.M., local
time, fifteen (15) calendar days after posting/publication of this RFQ.
The posting/publication date is considered day one of the offer
preparation period. Offers may be submitted via mail to the identified
point of contact or via FAX at (216) 433-5489. Offers must be signed
by an authorized company representative and shall include all
information required by FAR 52.212-1. Further, OFFERORS MUST INCLUDE
completed copies of the provisions at FAR 52.212-3, "Offeror
Representations and Certifications -- Commercial Items" and LeRC
52.232-107, "Debt Collection Improvement Act of 1996 -- Certification"
with their offer. These representations and certifications will be
incorporated by reference into the resultant contract. The provisions
