A -- STATES ESTIMATES OF WORKER'S COMPENSATION COST DUE 080498 POC Lucille Fussell-Lee, Contract Specialist, (410) 786-5447 The Health Care Financing Administration (HCFA) intends to award on a sole source basis under Simplified Acquisition Procedures a government purchase order to the National Academy of Social Insurance, 1776 Massachusetts Ave., NW, Suite 615, Washington, DC 20036. The contractor will develop source of funds estimates for the National Health Accounts, the National Health Statistics Group (NHSG) in the Office of the Actuary (OACT) to purchase estimates of worker's compensation benefits paid out in 1996 by State. Benefits will be broken down into medical and cash benefits. For States where data is available, the amount of medical and cash benefits incurred by insurers for injuries or illnesses occurring in 1996 will also be provided. The incurred costs data will include not only benefits paid but reserves set aside for future payments. The contractor is a private nonprofit organization engaged in the collection and tabulation of social insurance information, including workers' compensation data. Research shows that a panel of experts from HCFA, Social Security Administration, Bureau of Labor Statistics, Workers' Compensation Research Institute, National Council on Compensation Insurance, AFL-CIO, and Princeton University have reviewed the availability and quality of workers' compensation data currently available. The study panel supports the position that the National Academy is the only single source of comprehensive workers' compensation cost data for all State and the Nation. All responsible sources may submit a response which will be considered. Contractor must provide sufficient technical documentation to demonstrate the capability to satisfy the requirements.
