a Request for Quotation (RFQ) for for the acquisition of a second
facesheet for the Next Generation Space Telescope Mirror System
Demonstrator (NMSD). The second 2 meter facesheet will be of like
design as the original facesheet and will be utilized in case of
failure of the original facesheet. The acquisition will consist of the
slump and anneal from excess glass, at the University of Arizona, a
second membrane glass for the NMSD backup mirror. Deliverables will
consist of the second facesheet processed as described above, by
February 16, 1999. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase
the processed second facesheet from the University of Arizona on a
sole source basis under the statutory authority of 10 U.S.C. 2304
(c)(1) -- Only one responsible source. The University of Arizona is the
only source that can satisfy the quality and schedule requirements. The
excess glass is owned by the University ofArizona under an existing
Firm Fixed Price contract with MSFC and will become a deliverable under
that contract. The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. Interested firms have 15 days from
the publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
considered by the agency. An Ombudsman has been appointed. See Internet
