TACOM-ARDEC is contemplating acquisition of 60mm and 120mm mortar
increment containers in support of an effort to qualify a new
waterproofing agent for said containers. An engineering study is
required to identify condidate waterproofing agent replacements,
conduct laboratory experiments, produce prototype containers for
initial test and evaluation and deliver increments manufactured from
the two most promising condidates. Final delivery will consist of 1,000
each 60mm and 1,000 each 120mm mortar increment containers. The
manufacturing process for these containers involves processing of
energetic materials (class 4.1C flammable solid) on steam heated
molding dies. Molding preforms are made from an aqueous slurry of
fibers and resins using a technique known as the "Beater Additive
Process." Contractor shall have requisite engineering staff and
production facilities for the production of 60mm and 120mm mortar
increments. The contractor's facilities shall include: 1) a fully
equipped laboratory for chemical analysis and physical property
testing, and 2) a pilot plant to support product and process studies.
