requested to assist with an ongoing business case analyses in the
operation of Clinics and Dispensaries. Information gathered will be
used in a cost comparison to determine the most efficient method of
continued performance. The Clinic/Dispensary is currently manned with
a NT-09 Medical Officer/Manager. The individual is responsible for the
administrative and technical supervision of a work force consisting of
Level III and Level IV Technical Specialist. Assignments include
serving as head of the medical department and any major technical
program/projects when the projects, expertise, and recognition warrant.
Is responsible for managerial and decision making of programs/functions
having a broad impact with the activity, Navy, and the Department of
Defense. This person exercises authority to set, direct, evaluate and
determine the critical aspects of long-range plans, goals and
objectives, budgetary and staffing needs and solutions of the
administrative/technicalprogram segment(s), or function(s) for which
accountable. Oversees projects and programs, providing advise and
guidance to lower level supervisors where problems exist, make decision
on work problems and administrative proposals or requirements; and
works closely with other supervisors and managers outside the unit to
further activity and agency programs. NT-04/GS-610-11 Technical
Specialist/Occupational Health Nurse. Provides professional
occupational nursing services and administrative management essential
to the direction and operation of the NSWC Crane Medical Department. Is
responsible for planning and revising work schedules and case load
assignments, coordinates priorities, analyzes program effectiveness and
efficiency and conducts studies to target and resolve problems, makes
long and short range recommendations for program planning, provides
advice on department policies and serves as point of contract for
coordination of services. May be required to perform duties as a senior
nurse, as directed by workload as assigned by the Medical Director.
Explains work requirements, procedures, provides technical assistance
in unusual or difficult cases, conducts spot checks on completed work.
Coordinates fitness for duty examinations, disability retirement
claims, worker's compensation claims and adequacy of all related
medical documentation. Prepares or approves preparation of semi-annual
and monthly reports to workload status, and special reports/projects
as initiated by the Medical Director. NT-03 Technical
Specialist/Occupational Nurse. Provides professional nursing services.
This position supports the Navy Occupational Safety and Health Program
by ensuring a safe and healthful work environment for all employees.
Must be adept in assessing, treating, counseling employees for
occupational, physical, and emotional health problems. The incumbent
does this by performing specific duties and responsibilities such as
acting as the Program Manager over one or more major medical programs,
such as hearing conservation, medical explosive certification,
radiation health medical surveillance and asbestos medical
surveillance. Provides acute trauma care, recognizes hazardous exposure
and initiating treatment as prescribed by physician. Health hazards
encompass a broad spectrum including chemical, physical (e.g.
radiation-ionizing and non-ionizing, lasers, etc.) and biological
agents. Notifies doctor and or industrial hygienists and the safety
department of unsafe conditions and exposures, request assistance in
evaluating the work site to determine if any relationship exists
between the employee symptoms and workplace exposure. Provides primary
care for illnesses occurring in the workplace. Gives immediate
treatment for occupational illnesses, makes referral to physician,
provides follow-up care for employees suffering from chronic disease
and referral services to outside health care sources. Takes medical
histories, recognizes and makes specific recommendations to the
physician for the alleviation of employee's problems dealingwith
personal care, activities of daily living, and other health related
needs. Performs health screening procedures such as pulmonary function
tests, audiogram, visual screens, electrocardiograms, etc. Identifies
whether the results are within normal limits and how deviations from
normal affect the employee's health and employability status. Initiates
appropriate lab tests and x-rays. Participates in preventive health
education programs. Must have knowledge of immunizations required for
overseas travel and tetanus prophylaxis, recognizes symptoms of
anaphylactic shock and administers appropriate treatment as prescribed
by the physician. Must have a knowledge of Bureau of Medical
Instructions, Naval Medical Command Instructions, Occupational Safety
and Health Administration regulations, and Code of Federal Regulations.
Must have a knowledge of state regulations such as emergency Medical
System regulations and Department of Health regulations is also
required. Must have experience of with all emergency equipment
including completion of a course in Advanced Cardiac Life Support, etc.
