D -- COTS) WORKSTATION FOR EXAMINERS TO USE IN THE COMPLIANCE EXAMINATION PROCESS. DUE 081898 POC Delores B. Crank, Contract Specialist, (202) 942-3541 FDIC is seeking sources to indicate interest in providing a commercial off-the-shelf (COTS) compliance examination system. The system must support the compliance examination process and should allow for customization to meet FDIC unique requirements and for inclusion of enhancements to accommodate new and/or modified examination policies and procedures, including regulations changes. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The purpose of this notice is to develop a list of qualified firms than can provide an automated compliance examination system. Companies are invited to submit a conceptual approach that accomplishes the FDIC's goals and to provide complete information discussing the following qualifications and experiences. (1) Experience in providing a compliance examination package that supports a mobile (laptop use) examiner workforce that may work an exam individually or in teams, incorporates applicable Federal consumer and compliance regulations, and supports customization and enhancement. (2) Experience in providing ongoing support and maintenance, including updates for regulation changes, for a compliance examination package. (3) Specific information on how your proposed compliance examination package can satisfy FDIC requirements. Background: The FDIC through its examination process is responsible for ensuring compliance with fair Lending and consumer protection laws and regulations. The regulations are complex and require extensive in-depth knowledge on the part of the examiner. Each bank examination will require examiners to review a sample of loans and deposit account records to determine compliance with applicable regulations. The division of Compliance and Consumer Affairs (DCA) is seeking to acquire an automated PC (including laptop) based software for use in the examination of banks to help determine compliance with Fair Lending and consumer protection laws and regulations. The FDIC technical environment: The workstation product will primarily be in operation on examiner laptops at the FDIC. The laptop is a Dell 166 Mega-hertz Pentium processor with MMX technology. The machine has 64 MB RAM and a 3-gigabyte hard drive with an integrated CD-ROM. The FDIC operates in the Windows 95/MS Office environment. Requirements: The software should have or be easily modified to have the capabilities to: organize and customize the examination based upon activities of the bank; guide examiners through the examination process, including automated review by regulation; share information between examiners; provide a central "toolbox" of automated examination tools/calculators (such as business day and payoff amount calculatios); develop an audit trail; and, facilitate the preparation of supporting work papers and a Report of Examination. The software should have the capability to perform transactional testing of actual loan and deposit information for compliance with applicable regulations.
