The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to issue a sole source contract to VP Conservation Programs, Atlantic Salmon Federation to facilitate the work of Atlantic Salmon Watershed Councils in support of the Protected Resources Division, NMFS, Gloucester, MA. The contractor shall be responsible for starting watershed councils where they do not already exist and supporting existing Councils in their work to implement the conservation plan for Atlantic Salmon in seven (7) Maine rivers. The contractor shall produce a reference document for Councils, outlining how to establish and maintain a trained network of volunteers to participate in enforcement, habitat assessment and enhancement projects, population assessment and enhancement projects, classroom and public educational initiatives, and local outreach efforts. The Contractor shall also develop materials for use by the Councils including technical "how-to" guidelines for assessing conservation priorities. For example, how to find and use maps (including GIS), how to analyze data relative to threats to the resource and set appropriate conservation priorities, etc. The Contractor shall also establish a Maine Atlantic Salmon Conservation Plan homepage that will include notices of meetings and activities of the various Watershed Councils and contain links to other pages such as the Atlantic Salmon Authority, USFWS, ASF and NMFS. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. The Atlantic Salmon Federation is the only known source to possess the unique expertise and qualifications to provide the work described herein. Companies who can provide the above listed services must indicate their interest within 10 days of this announcement. Any party interest in receiving a copy of the solicitation shall provide written notice to the Contracting Office. Services will be for a twelve month period from September 15, 1998 to September 14, 1999. Copies of Request For Quote (RFQ) EASC 98-60 will only be provided in response to written or faxed requests received directly from the requestor. RFQ to be issued on or about August 11, 1998.
