COMMERCE BUSINESS DAILY ISSUE OF AUGUST 6,1998 PSA#2153

R -- PROFESSIONAL, ADMINISTRATIVE, AND MANAGEMENT SUPPORT SERVICES SUBJECT: 14 AF Industry Day. General Perryman is pleased to announce the commencement of the 1998 Vandenberg AFB Industry Day. He cordially invites you, or your representatives, to attend the 27 August 1998 Industry Day at Vandenberg AFB regarding the emerging AFSPACE Space Operations Center (SOC). This event, which the Armed Forces Communications Electronics Association (AFCEA) is co-hosting, introduces industry to the Air Force's views on command and control of its space operations in hopes solutions to our needs may be found. Within the past year, General Howell Estes, USCINCSPACE, has directed his Army, Navy, and Air Force component commanders have the ability to plan and execute their forces within their assigned missions (adhering to the principle of centralized control by USCINCSPACE and decentralized execution by components). As you may be aware, Air Force Mission Directive 5 designates the commander of Fourteenth Air Force as the component commander for Air Force Space Operations to USCINCSPACE. In that capacity, the Fourteenth Air Force commander is called "COMAFSPACE." To give COMAFSPACE the means of operational command and control, Air Force Space Command (AFSPC) has created the AFSPACE SOC at Vandenberg. The AFSPACE SOC is an important element of our United States Air Force's effort to create an aerospace force of the future. The SOC will enable us to integrate the efforts of Air Force space forces under COMAFSPACE and serve to help connect space support to warfighters and theaters around the world. During Industry Day General Perryman will give his views on how command and control of AFSPACE forces should occur. The ASC2A will be on hand to provide their concept of the relationship between worldwide air operations centers and the Space Operation Center at Vandenberg. The AFSPC Director of Requirements will present the status of the Command's efforts to attain full AFSPACE SOC operational capability. We will also have the Space Warfare Center provide its views on the AFSPACE Space Tasking Order, which is analogous to the Air Tasking Order of a theater air component commander. The afternoon will end with a brief tour of the AFSPACE SOC at 4:30. Detailed information of the Industry Days agenda is listed below. Creating the most effective means of planning and executing AFSPACE forces requires full participation, understanding, and support of industry. Therefore, General Perryman is pleased to offer this Industry Day to help make the right people aware of the 14th Air Force efforts. Location The Pacific Coast Club Ballroom, Vandenberg AFB. RSVP is required. Please RSVP by 14 Aug by providing names, company, and titles of attendees to Capt Rhonda Kaufman or SMSgt Robert Robson at (805) 734-8232, ext 6-5404 and 6-4439, respectively.
