Fleet and Industrial Supply Center, Norfolk Detachment Philadelphia intends to solicit on an Other than full and open competitive basis services in support of the Sailor/Marine American Council on Education Registry Transcript (SMART) as a modification to Contract N00140-98-C-H168 with American Council on Education, Washington, DC for the Defense Activity for Non-Traditional Education Support (DANTES). The services include but are not limited to providing the ACE data necessary to print credit recommendation and courses description on the SMART, providing data tables, data coding information, data dictionaries and programming logic for the ACE database as required to interface the Ace databaase with services databases and providing the ACE archive database for credit recommendations from 1954-1989 on tape, disk or through electronic transmission as required. The services are 1 October 1998 through 30 September 1999 with three one year renewal options . ACE is the only nationally recognized agency that provides standardized evaluations of non-traditional educational experiences. ACE is the only firm that represents colleges and universities of all types or has the expertise or integrity to provide evaluation services and have them recognized nationally. All responsible sources may submit a proposal which shall be fully considered by the Fleet and Industrial Supply Center Norfolk, Detachment Philadelphia.
