Crizer, Contracting Officer, (410) 786-5167 The Health Care Financing Administration (HCFA) intends to procure, under Simplified Acquisition Procedures the following services: A contractor who will place 45 to 50 thirty-second commercial spots in the Alabama, Arizona, Chicago, Dallas, Detroit, Los Angeles, New Jersey, Ohio, Oklahoma, Memphis Tennessee, Washington, D.C., television markets. The Beta Master Tape of two 30-second spots will be provided by HCFA. The following lists the criteria for each individual city: 1. South Central, Alabama -- -Programs based on "Q" rating for African Americans; 2. Tuscon, Arizona -- -Programs should be selected based on "Q" ratings for Hispanic Americans; 3. Chicago -- -Programs should be selected based on "Q" ratings for African American women over 65; 4. Dallas, Texas -- -Programs should be selected based on "Q" ratings for African American women over 65; 5. Detroit, Michigan -- -Programs should be selected based on "Q" ratings for African Americans; 6. Los Angeles -- -Programs should be selected based on "Q" ratings for African American women over 65; 7. Newark, New Jersey -- -Programs should be selected based on "Q" ratings for African Americans/Hispanic American; 8. Cleveland, Canton, Columbus, Youngstown, Lorain, Mansfield, Ohio -- -Programs should be selected based on "Q" ratings for African Americans; 9. Tulsa, Oklahoma -- -Programs should be selected based on "Q" ratings for Native Americans; 10. Memphis, Tennessee -- -Programs should be selected based on "Q" ratings for African American women over 65; 11. Washington, D.C. -- -Programs should be selected based on "Q" ratings for African American women over 65. All spots should be placed during non-preemtable daytime programming in a 4 week period in Mid-September to early October. In the event that multiple vendors respond, HCFA will select a vendor based on cost for reaching the highest number of the target audience. HCFA will also give consideration to reaching the target audience by running the spots as Public Service Announcements (PSAs), running local news stories or other enhancements such as identifying local corporate sponsors and/or running billboards around the spots. The vendor must coordinate with "designated HCFA partners" in developing graphic and audio presentations of local contact information to be added to the spots provided by HCFA. The graphic must contain the Department of Health and Human Services (DHHS) Alpha Representation and the HCFA Alpha Representation. The HCFA Alpha Representation may not be more prominent than the DHHS Alpha Representation. Spots will be provided by HCFA as Beta Masters. Work on adding local content must begin prior to 9/30/98. If a non-HCFA-provided spot is be used, then HCFA must review and clear the spot before broadcast. Spots must be Sigma coded for the demographic results package option.
