intends to issue a sole source purchase order to USIA Products for 59
Dry Suits. These dry suits will be used for cold water diving
protection. The reason justifying the lack of competition is that
USIA's dry suits are the only dry suits that meet the Government,s
minimum needs. Specifically, the dry suits shall be constructed from a
minimum of 420 stitches per inch ballistic nylon with a minimum of
11-12 ounce of urethane coated pac-colth. All seams must be triple
chain interlocking stitched and be double heat vulcanized. They shall
be of the fornt entry wrap around design (no diagonal zippers) with
front entry zipper protected by a flap. the suit shall be designed with
no seams with no seams through the zipper areas and no seams shall be
glued. The latex wrist and neck seals must carry a C-1 ozone resistance
rating fo F-1 low temperature flexibility rating which allows for the
latex to remain flexible to temperatures 32 degrees Farhrenheit. The
suit shallbe equiped with full frontal thigh protection and butt pad
with 1/2 ounce of urethane coating. The pad will be comprised of a
minimum of a 1,000 stitch per inch which conforms to the operator's
body shape. The suit shall also include one pair of permanently
attached rubberized booties which conform to the operator's various
foot sizes. For a complete description of the specifications, you may

submit a quotation which shall be considered by the agency. The
Standard Industrial Classification applicable to this contarct action
is 2385. The size standard is 500. The Dry Suits are commercial items.
Commercial procedures as outlined in FAR Part 12 and in conjunction
with FAR Part 13 are applicable. The Request for Quotation will be
issued on 08/10/98. The closing date is 08/24/98. the proposed contract
action is for supplies for which the Government intends to solicit and
negotiate with only one source under the authoity of FAR 6.302.
Intrested parties may identify their interest and capability to respond
to the requirement of submit quotes. The notice of intent is not a
request for competive quotations. However, all quotations received by
the closing date of requestfor Quotation set forth above will be
considered by the Government. A determination by the Government not to
compete with this proposed contract based upon response to this notice
is solely within the discretion of the Government. Information received
will normally be considered solely for the purpose of determining
