Mental Health Services Administration (SAMHSA), Office of Managed Care
(OMC) through the Program Support Center, ADP Acquisitions Branch, has
a 17 month requirement to design and pilot test a managed behavioral
health care early warning system (EWS) which would allow for the rapid
identification of mental health and substance abuse (MH/SA) system
problems during the transition periods in public managed care (e.g.,
new program start-up, transition from one vendor to another). The EWS
would be designed to identify problems in access to services, processes
of care delivery, and, if feasible, short term outcomes by means of
inexpensive performance measures that can be easily and reliably
collected and monitored by public regulators and purchasers of care.
Proposed EWS measures will be pilot tested during the actual
implementation of one or more new Medicaid managed behavioral
healthcare systems. Medicaid managed care would be the primary, but not
exclusive focus of the development and pilot testing of the EWS. HCFA
central and regional office staff; State mental health, substance abuse
and Medicaid staff; and other key stakeholders will be involved in the
development, testing and analysis of the pilot test of the behavioral
health EWS. This acquisition is being made utilizing Simplified
Acquisition Procedures and is 100% set-aside for small business. See
Numbered Note 1. All requests for the Request for Quotation (RFQ) shall
be submitted in writing, ATTN: Jeff DeSanto. The RFQ shall be released
on or about 15 days from the date of publication of this synopsis.
