rleach@usgs.gov. This synopsis for a Commercial Item is prepared in
accordance with FAR Subpart 12.6, and supplemented with additional
information. Provisions and clauses are in effect through FAC 97-05.
This procurement is unrestricted to business size. The sic code is 8999
with corresponding size standard of $5.0 million average sales over
each of the preceding three years. Offerors should indicate business
size relative to the SIC Code. The U.S. Geological Survey (USGS), Water
Resources Division, Tacoma, Washington has a requirement to contract
for the services of a laboratory which can demonstrate their ability to
perform the laboratory analysis of polychlorinated dibenzo p-dioxins
and polychlorinated dibenzo-p-furans isomers (PCDDs/PCDFs) (EPA Method
1613B), percent lipids, and toxic, dioxin-like, PCB congeners (EPA
Method 1668 and/or Method 8080) in ten to thirty fish tissue samples.
The analyzes shall be completed by November 30, 1998. Deliver F.O.B
Destination to Tacoma, Washington. Qualification Criteria: In order for
the Government to determine that a prospective laboratory has the
experience, personnel and ability to meet the USGS objectives, offerors
must submit the following information with their price quote: 1.
Provide a list of senior personnel, and their experience, that will be
involved in the analysis of all samples. 2. Provide the number of fish
tissue samples your laboratory has analyzed. 3. Provide the number of
fish tissue samples your laboratory has analyzed using EPA Method 1613B
(dioxins and furans), EPA Method 1668 (dioxin-like PCB congeners), and
EPA Method 8080 (Aroclor PCBs). Include the total number of analyses
along with the number you have done for the U.S. Environmental
Protection Agency. 4. Provide the number of years your laboratory has
been in operation and the number of years your laboratory has performed
EPA Methods 1613B, 1668, and 8080. 5. Provide the number of fish
samples you have homogenized for analysis and what method(s) you use.
6. Provide a copy of the portions of the laboratory's standard
operating procedures and quality assurance plan that relate to the
above analysis. 7. Provide a copy of the safety plan and waste disposal
plan if it is not in the quality assurance plan. 8. Provide a list of
the instrumentation you have in your laboratory. The provisions at DIAR
1452.212-1 DEV, Instructions to Offerors -- Commercial Items, and FAR
52.212-2, Evaluation -- Commercial Items, apply to this acquisition.
Please include a completed copy of the provisions at FAR 52.212-3,
Offeror Representations and Certifications -- Commercial Items with
offer. Copies of this provision may be obtained by contacting the
Contracting Officer. The FAR Clause at 52.212-4, Contract Terms and
Conditions -- Commercial Items, and DIAR 1452.212-5 DEV, Contract Terms
and Conditions Required to Implement Statutes or Executive Orders --
Commercial Items apply to this acquisition. Proposals will be evaluated
on the following criteria in descending order of importance: (a)
conformance to the specifications contained in the RFQ, (b) quality of
fish tissue analysis, (c) past performance in production of similar
services, and (d) price. The Government may award without discussion.
Proposals must be received in this office by 2:00 p.m. PST, August 31,
