(Steve) Rogers, (phone) (703) 875-7320, (fax) (703) 875) 6292 The U.S. Department of State (DOS), Office of Foreign Buildings Operations, is seeking to update its list of pre-qualified applicants for the Energy Savings Performance Contracts (ESPC) at the U.S. Department of State's major energy use facilities in foreign diplomatic posts. Firms that have already been pre-qualified by the DOS do not have to re-submit for this pre-qualification, unless any of the information submitted in its previous pre-qualification package, or if its approach to ESPC work, has changed. The DOS ESPC pre-qualification list is restricted to those firms included in the 1998 Department of Energy (DOE) pre-qualified list for energy savings performance contracts as published by the DOE's Office of Federal Energy Management Programs (FEMP). The energy savings performance projects will include upgrade of the electrical distribution and lighting systems, cooling and heating distribution systems, fans and pumps delivery systems, building envelope weatherization, energy management and controlsystems, and other energy conservation measures that are deemed appropriate in U.S. Department of State facilities overseas. Estimated individual project values range from $250,000 to $3 million. In order to obtain a Project Solicitation Package, applicants must meet the following pre-qualification criteria, and detail these qualifications in WRITING: a) Successful international construction experience or the ability to perform work overseas on similar mechanical/electrical system upgrades, outside of the North American continent; b) The ability to provide acceptable evidence of bonding capability and financing for the construction portion of the projects; c) The selected contractor(s) must be able to obtain a TOP SECRET facility security clearance issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DOD 5200-22-M, within six months of selection. Personnel proposed under the agreement must have the ability to obtain SECRET or TOP SECRET personnel security clearances (issued by the Defense Security Service), depending upon the specific access to classified information or areas. If the successful firm does not possess the necessary DOD facility security clearance, it will be sponsored by the Department of State. Sponsorship does not guarantee that a firm will receive the clearance. A period of not more than 100 claendar days, from determination of a successful bidder, will be allowed for the contractor to obtain necessary facility and personnel security clearances. After this period, the Government will not be obligated to award or delay award of the contract to the successful bidder, pending the issuance of the security clearance. Firms that form joint ventures must also comply with the facility and personnel security clearance requirements. Firms and joint ventures seeking to pre-qualify for this project must request a Pre-qualification Package at (703) 875-6292 (fax). The DOS must receive completed Pre-qualification Packages and associated documents by the close of business, 5:00pm EST, September 8, 1998. The DOS plans to request proposals for performing ESPC work only from those firms on the pre-qualification list. DOS plans to establish a Basic Ordering Agreement with between three and six contractors. The successful contractors will be required to furnish, at no capital cost to the Government, all management, labor, material, equipment, and operation and maintenance services required to achieve the desired savings. The installed equipment will remain the property of the contractor until final payment is made. Payment for services will be made from the utility funds and the resulting enegy cost savings.
