COMMERCE BUSINESS DAILY ISSUE OF AUGUST 7,1998 PSA#215459 -- ELECTRICAL SWITCHGEAR BREAKERS The Social Security Administration
(SSA) is interested in receiving quotations on electrical switchgear
breakers. This is a combined synopsis/request for quotation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This is the only announcement; quotations are being requested
and a written request for quotation will not be issued. The acquisition
will be subject to Federal Acquisition Regulation (FAR) Part 13,
Subpart 13.5 regarding the application of special simplified
acquisition procedures. This is 100% small business set-aside, issued
as a request for quotation (RFQ), number SSA-RFQ-98-3603. Quotations
submitted from other than small business sources will be rejected. All
responsible small business sources may submit a quotation which shall
be considered by the Agency. The standard industrial classification
(SIC) code for this acquisition is 3613. The small business size
standard is 750 employees. This request for quotation and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-06. Quotations in response to this RFQ shall be submitted
by August 19, 1998, 3 p.m. Eastern Standard Time, addressed to the
Social Security Administration, Office of Acquisition and Grants, Attn:
Regina R. Dulaney, 1710 Gwynn Oak Avenue, Baltimore, Maryland 21207, or
faxed to (410) 966-1261. Offerors shall submit 3 copies of their
technical proposal with the manufacturer's cross-reference sheet of the
"equal" product proposed for the items stated below. REQUIREMENT: Line
Item 1. Two-Square "D" (Merlin Gerin) Type DST-2 Vacuum Conversation
Program replaces Medium Voltage Breaker 15KV or equal; Line Item 2.
One-Rebuilt GE Breaker AKRU-4A-30 (fused) or equal; Line Item 3. One-
Rebuilt GE Breaker AKR 4A30 or equal; and, Line Item 4. Two-Merlin
Gerin replacements for Federal Pacific Breaker (HL-35 Series) or equal.
The specifications are as follows: (A) The contractor shall be
responsible for replacing two 15 KV breakers located in high voltage
switchgear room with a vacuum breaker manufactured by Square "D"
(Merlin Gerlin) Type DST-2 vacuum conversation program (Breaker number
one, serial number 24659-3 [DST-2] manufactured by Federal Pacific and
breaker number two, serial number 52-2650 [DST- 2] manufactured by
Federal Pacific [48 volt control circuit])or equal. (B) Rebuilding or
providing a new GE breaker model number AKRU-4A-30 (fused) 110 volt
control circuit or equal. (C) Rebuilding or providing a new GE breaker
model number AKR-4A-30 (110 volt control circuit) or equal. (D)
Replacing the Federal Pacific breakers model number 35 HL series with
a Merlin Gerin Replacement for Federal Pacific breaker HL-35 110 volt
control circuit or equal. (E) All breakers shall be factory tested
before shipment. (F) All breakers shall be tested on site (primary
injection) before installation. (G) The contractor shall provide the
building manager with all test curves. (H) All breakers shall have a
one year warranty from date of installation or other such warranty
consistent with customary commercial practices. (I) All breaker control
harnesses shall line up with the existing substations. Shipment shall
be delivered F.O.B. destination to the Social Security Administration,
National Computer Center, 6201 Security Boulevard, Baltimore, Maryland
21235 within 30 days of contract award. The following provisions at FAR
52.212- 1, Instruction to Offerors -- Commercial Items, (AUG 1998) is
incorporated by reference. Pursuant to FAR Clause 52.212-1(b)(10),
offerors shall provide 3 references of customers to whom breakers
equivalent to the quantities above in this announcement have been
provided. Technical proposals are required to contain the
manufacturer's cross- reference sheet of the "equal" product proposed
for the above items specified as brand name or equal. All
specifications or product literature of cited part numbers are required
in order to be considered equivalent. The provisions at FAR 52.212-2,
Evaluation -- Commercial Items (tailored) apply to this acquisition:
(a) and (c). The Government will award a contract from this request for
quotation to the responsible offeror whose offer conforming to the
quotation will be the most advantageous to the Government price and
other factors considered. The following factors shall be used to
evaluate offers: technical capability of the item offered to meet the
Government's requirement as described above (see FAR 52.212- 1(b)(4);
experience of the offeror in providing similar equipment, past
performance of the item offered (give 3 sites as examples), and price.
A written notice of award or acceptance of offer, mailed or otherwise
furnished to the successful offeror within the time for acceptance
specified in the offer, shall result in a binding contract without
further action by either party. Before the offers specified expiration
time, the Government may accept an offer (or part of an offer),
whether or not there are negotiations after its receipt, unless a
written notice of withdrawal is received before award. Offerors are
advised to include a completed copy of the provision at FAR Part
52.212-3, Offeror Representations and Certifications -- Commercial
Items, with their offer. The provisions at FAR Part 52.212- 4, Contract
Terms and Conditions -- Commercial Items (APR 1998) is incorporated by
reference. The following provisions at FAR 52.212-5, Contract Terms
and Conditions Required to Implement Statutes or Executive Orders --
Commercial Items, (JUN 1998) apply to this acquisition: (a)(1), (a)(2),
and (b)(6) through (b)(10), (d) and (e). A copy of the above
