U -- PARACHUTE TRAINING JUMPS FOR UNITED STATES ARMY PARACHUTE TEAM (USAPT), FORT BRAGG, NORTH CAROLINA SOL DAKF40-98-R-0020 DUE 082898 POC Contract Specialist Virginia Salzman (910) 396-4362 X231 (Site Code DAKF40) This is a notice of intent to negotiate a sole source contract with Raeford Aviation, Post Office Box 1510, Raeford, North Carolina 28376 for Parachute Training Jumps for the United States Army Parachute Team (USAPT) at Fort Bragg, North Carolina under the authority of FAR 6.302. The period of performance is 1 Oct 1998 through 30 September 1999 with four (4) one year option periods. Commercial parachuting facility must be located within close proximity to Fort Bragg, North Carolina and shall have Federal Aviation Administration (FAA) parachute certified aircraft, pilots and drop zone to train the USAPT for the US National and subsequent World Parachute Championships. Parachute jumps consist of 100 Accuracy Training Jumps at 3,500 feet, 200 Style Training Jumps at 6,000 feet, 300 Freefall Training Jumps at 9,000 feet, and 500 Freefall Training Jumps at 12,500 feet and three (3) lifts per hour for 50 hours (Government Aircraft). An airport usage fee is also included as part of this requirement. The quantities above are estimated and represent the base year only. Estimated quantities for the four (4) one-year option periods are identical to the base year. Required FAA aircraft consist of one (1) Twin Otter, one (1) Twin Bonanza D 50 and one (1) Cessna 182. Facility to include aircraft, pilots, aircraft mechanics, and drop zone shall be available to the USAPT, seven (7) days per week including weekends and federal holidays. Response to this notice will be used to determine whether bonifide competition exists. Responses must be in writing, including pricing and technical data sufficient to determine capability to perform the requirement and must be received by this office within 15 calendar days of publication of this notice. If no affirmative responses are received within this time to determine that comparable sources more advantageous to the Government are available, a contract will be negotiated with Raeford Aviation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. Due to automation of the Bidders Mailing List, certain pertinent information is required before vendors can be added to the list. It is therefore, required that all requests/responses include the vendor's business size. It is, therefore, required that all requests/responses include the vendor's business size. For determining business size, the Standard Industrial Code is 4522 and to be considered a small business under this code, a firm, including its affiliates, must have an average employment of less than 1500 employees during the pay period of the 12 preceding months. This procurement is unrestricted.
