Officer, Mary Daigle This procurement is being issued as a COMMERCIAL
ITEM. Sealed bids from all business concerns will be accepted for the
Colonial Parkway Project PRA-COLO 19A3, in Williamsburg, Virginia. The
project consists of constructing a minimum of seven different pavement
test sections on the Newport Avenue/Colonial Parkway Ramps. The test
sections will consist of different surface treatments applied to both
existing and new asphalt pavements to determine the feasibility of
using these treatments on future Colonial Parkway Projects. Each test
section will be approximately 3.35 meters (one travel lane) in width by
30 meters in length. Standard Industrial Code 1611 (Highway and Street
Construction) applies to this project. Principal items of work and
approximate quantities are as follows: Hot Asphaltic Concrete Pavement
(HACP) Type-VA SM-2A, 150 tons; HACP, Type-VA SM-2A modified (using
cracked-face brown aggregate), 15 tons; Open Graded Asphalt Friction
Course (using cracked-face brown aggregate for use with Resin Modified
Concrete Surface Treatment), 40 tons; Single Course Asphalt surface
treatment (using RC-250) 240 m2; Single Course Asphalt surface
treatment (using AC-5), 240 m2; Single Course Asphalt surface treatment
(using epoxy-fortified acrylic emulsion to color pavement)240 m2;
Single Course Asphalt surface treatment (Using CRS-2L), 120 m2; Single
Course Asphalt Surface Treatment (Sprinkle Treatment), 120 m2; Single
Course Asphalt Surface Treatment (VA Modified Single Seal asphalt
surface treatment), 120 m2; Single Course Asphalt Surface Treatment
(filling voids in open graded asphalt friction course with a resin
modified portland cement grout), 120 m2; Asphalt milling, 50 mm depth
1800 m2. The project is expected to fall within the price range of
$50,000 and $200,000, and is anticipated to take place between October
15, 1998, and December 1, 1998. Invitation for Bids No.

Utilization has bonding programs to assist Minority, Women-owned, and
Disadvantaged Business Enterprises to acquire short-term capital and
bonding assistance for transportation-related contracts. Loans are
available under the DOT Short-Term Lending Program (STLP) atprime
interest rates up to $500,000 per contract to provide accounts
receivable financing. The DOT bonding assistance program enables firms
to apply for a bid, performance and payment bonds up to $1,000,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
