Program Manager 202-305-9611 REVIEW OF HEALTH SERVICES OPERATIONS On
behalf of the Corrections Trustee, the Special Officer for the U.S.
District Court for the District of Columbia, the Court appointed
Receiver for Medical and Mental Health Services at the D.C. Jail, and
the parties in Campbell v. McGruder/Inmates of D.C. Jail v. Jackson, a
proposal for consulting services to review the Receivership's proposed
fiscal year 1999 budget is being solicited. A description of the
desired scope of work is attached. Interested vendors should submit
within thirty days a proposal which includes the scope of services, an
implementation plan, the expected cost of the review and the curricula
vitae of the individual(s) who would conduct the review and/or any
proposed subcontractor(s). Evaluation factors will be Cost, Prior
Experience in Correctional Health Care, Proposed team, timeliness and
Final Product Value. SCOPE OF WORK FOR CONSULTANT'S REVIEW The parties,
the Special Officer of the Court, the Office of the Medical Receiver
and the Corrections Trustee agree to hire a consultant(s). PHASE ONE I.
Purpose a) The Consultant shall review, assess and make
recommendations, as more fully described below, regarding the
expenditures contained in the Receivership's FY 99 budget, which
contains a reduction of 11% to 15% from its FY 98 budget. The
consultant shall also review and assess the proposed FY 99 reductions
and comment on any potential impact that these reductions will have on
quality of services. II. Goal The consultant shall review all elements
of the Receiver's operation with the goal of ensuring that the medical
and mental health services, including dental and pharmaceutical
operations, meet required community standards for incarcerated persons
at the lowest, responsible cost irrespective of any judicial
requirements which were imposed on the District of Columbia prior to
the Receivership. In making recommendations, the consultant shall
consider the prevalence of serious diseases among prisoners and the
resources and services available in the community and elsewhere in the
Department of Corrections. Relevant constitutionally required minimum
standards of care, and the history and requirements of the litigation
that currently control the receivership, shall be referenced, where
appropriate, in the consultant's(s) review and assessment, but neither
shall control nor limit the consultant(s) recommendations. III.
Requirements A. The consultant's review shall not be limited to a paper
audit but will include sufficient on-site review to ensure an informed
assessment. B. The consultant shall describe and compare the medical
and mental health programs of two other large urban jails run by local
jurisdictions. C. Any recommended changes to the proposed budget must
include: 1. the rationale for the change; 2. the method(s) to make the
recommended change; 3. the expected cost saving in the year
implemented, and in subsequent years; 4. the advantages and
disadvantages; 5. the risks, including medical and liability risks;
and, 6. any other relevant factors associated with the recommendation,
including but not limited to recommendations to maintain or delete any
service, requirement, supply or cost which exceeds community standards.
IV. Specific Subject Matter Areas The consultant's review shall include
but not be limited to addressing the following areas: 1. The choice of
the particular discipline used to perform each function, such as sick
call, chronic disease clinic, intake examinations, etc.; 2. The
deployment plan, i.e., staffing on each shift for each discipline; 3.
The salary level of each discipline; 4. The supervisory structure
within each discipline; 5. The use of all other resources including
building space, medical equipment, supplies, and new medical technology
within each discipline; 6. The projected use of per diem and overtime
costs, particularly with regard to nursing coverage; 7. The prevalence
of disease states, particularly infectious disease, among the current
population at the D.C. Jail and its effect, if any, on program
requirements and staffing levels; and, 8. All the costs attributed
solely to the general medical intake function currently performed for
convicted inmates in the custody of the Department of Corrections,
separate and apart from the general medical intake function performed
for the pretrial detainees. PHASE TWO The consultant shall review any
draft request for proposal to solicit bids from all interested private
and public entities who wish to assume contractual responsibility for
medical and mental health services to ensure that it is a complete
statement of all work that needs to be done and that it meets the goal
set forth above in paragraph II. The consultant shall provide a
detailed breakdown of all the estimated costs of the various components
of the statement of work contained in the draft request for proposal to
