for Replacement of the East Refrigeration Plant Chillers is as follows:
1) Specialized experience as it relates to this project. The consultant
shall submit information on projects of a similar scope and complexity.
Similar projects must include replacement of chillers of a minimum of
10,000 ton capacity in an existing facility. Provide information on the
involvement of each proposed key team member for this project in any
previous projects. The consultant must also have specific experience in
implementing controls upgrades in existing central plants. Submit
information on all projects of similar scope designed within the past
5 years including owner's technical contact on project and phone
number; 2) Professional capabilities and technical competence of the
proposed Team for this project, Key personnel and others (consultants
and subcontractors); (a) proposed management plan and team organization
for design, especially where multiple consultants will participate on
the team; (b) provide examples of similar relevant projects as it
relates to the specifics of this project; and (c) if you are proposing
a joint venture, identify similar projects where the firms have worked
successfully together; 3) Proposed design approach for this project,
design philosophy, methods of handling anticipated problems and
solutions, and innovative approach to design and construction;
4)Discuss geographical location of firm and each sub-consultant and how
this will affect the implementation of the design. Discuss knowledge of
the locality of the project and familiarity with local and national
codes and requirements; 5) Cost Control (a) what cost control
techniques are planned?, (b) who will be responsible for cost control?,
and (c) provide a list of projects recently designed demonstrating your
ability to meet project cost constraints; 6) Estimating effectiveness
-- provide a list of recent bid projects to demonstrate estimating
effectiveness; 7) Describe your past performance on contracts
withGovernment agencies and private industry in terms of quality of
work and compliance with performance schedules; (a) What techniques
will be use to assure that the schedule will be met? (b) Provide a list
of recent projects to demonstrate compliance with project schedules;
and 8) A budgetary document will be provided to the owner as part of
the deliverables under the intended contract. Documents shall provide
sufficient detail so that the owner may substantiate the necessary
funds for the construction phase of the project. The firm is to address
their approach to presenting the budgetary information. The date for
receipt of SF254 and SF255 is August 26, 1998, 2:00 P.M. (local)
