D -- POWERHOUSE MAINTENANCE -- SOURCES SOUGHT SOL N68057-98-Q-2031 POC Sylvia Sutton, (757) 444096 SOURCES SOUGHT The scope of work to be accomplished under this requirement includes information technology support for a large complex Navy financial system. To perform this task, personnel must have prior experience with specific hardware and software. In depth knowledge of PowerHouse and related tools are critical. The Claimant Headquarters Budgeting System (CHBS) is a large application that was developed in COGNOS PowerHouse using VMS operating system. CHBS was designed to provide an automated method for Navy budget analysts to produce formal budget exhibits for submission to congress and to track budget execution through the various budget submission processes. CHBS is a dynamic system containing over 6000 programs in thirteen modules. Requests for budget information from higher authority frequently require modifications to the system. These modifications must be performed within very tight time constraints. Currently CHBS resides on a Digital Equipment Corporation (DEC) Alpha minicomputer using VMS version V6.2-1H3 operating system. The application is written in PowerHouse version 710E using PowerHouse database Dictionary Management Systems, and File Transfer Protocol (FTP). The contractor must possess in depth knowledge of this version of PowerHouse as well as have extensive experience using QUICK, QTP, QUIZ, PowerHouse dictionary maintenance, and PowerHouse utility programs including PHDMAINT, QKGOMAINT, PHDFM, PDL, and Qshow. Knowledge of Microsoft Word 6.0 or greater is also necessary to support documentation requirements. Work will be performed on-site at CINCLANTFLT, NH2A or at NCTAMSLANT Building V-53, Norfolk Naval Air Station or, if necessary, in the local Hampton Roads area at the contractor's site.
