Smith, (202) 283-1351 (i) This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
(ii) The solicitation number is TIRNO-98-R-00066, issued as a request
for proposal (RFP). (iii) The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-05. (iv) The Internal Revenue Service intends to negotiate
on a sole source basis with NCR to acquire the following Hammer
Integrated Telecommunications (IT) system with 24 ports T1 and
rackmount chassis, 3 each 24 ports T1 w/Hammer software license, 18
ports speech recognition w/license, 4 ports analog w/4 port license,
data support TCP/IP and serial support, PC Anywhere 32 license for
limited remote control, and portable Hammer IT chassis (PC laptop).
Training equipment and services will also be procured. The Hammer IT
system is unique and currently the only telephony test system with
speech recognition that can successfully listen to and understand all
the interactive voice response (IVR) prompts generated by the computer
telephony (CT) applications in the IRS' TeleFile system, verify if the
correct prompt is spoken at the right point of the call flow, and save
the bad prompt for later review. The Hammer IT system is also unique
in the that the IT system successfully emulates a telephone handset
dialing into the TeleFile system, listens and responds to IVR prompts,
and simulates a specific TeleFile transaction through the entire call
flow, while capturing all the interactions and automatically
generating a test script from the interactions that can be modified in
real time using graphically assisted visual basic compatible test
language with ScriptBuilder and rerun on multiple T-1 and ISDN
telephone network connections, along with other Hammer IT-generated
test scripts to load and stress the TeleFile CT applications and test
all data paths in the call flow of each application. The standard
industrial classification code (SIC) is 7379, and the small business
size standard for that SIC is $18 million. (v) The provision at FAR
52.212-1, Instructions to Offerors Commercial, applies to this
acquisition. (vi) The provision at FAR 52.212-2, Evaluation --
Commercial Items, applies to this acquisition, (a) The Government will
award a contract resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous to the Government, price and other factors. The following
factors shall be used to evaluate offers: (i) technical capability of
the service being offered to meet the Government requirements; (ii)
price and (iii) past performance. (vii) Offeror(s) shall include a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items, with its offer.
(viii) The clause at FAR52.212-4, Contract Terms and Conditions
Required To Implement Statutes or Execute Orders -- Commercial Items,
applies to this acquisition. The following additional FAR Clauses cited
