PROJECT SCOPE: The contractor shall provide labor, materials, and
support services to make repairs on major telephone feeder cables
located in the "downtown" area (buildings 1, 92, 94, 95, 61, 62, and
65) at Picatinny Arsenal, NJ. This effort will include the re- splicing
of two (2) main and two (2) sub-feeder cables spanning seven (7)
manholes, (Cable #1A/1200 pair, Cable 2A/1200 pair, Cable 11/1200 pair,
and Cable 17/1800 pair. At manhole #1 (MH1), a 2400 pair feeder cable
needs to be sectioned out. The period of performance for this effort is
between September 1, 1998, and December 31, 1998. However, to minimize
interruption for Arsenal employees, it is desired that the effort
would be accomplished in a ten (10) day time frame. APPLICABLE
DOCUMENTS -- CITD Internal Operating Procedure (IOP), Communications
Division, Maintenance of Underground Cable, dated 6 July 1998.
Interested contractors should request a copy from Mrs. Szabo at
(973)724-5373. REQUIREMENTS -- The contractor shall provide labor,
materials, and support to repair a number of major copper telephone
feeder cables in the "downtown" area of Picatinny Arsenal, NJ. Repairs
shall be in accordance with Bell Atlantic/ATT specifications. GENERAL
REQUIREMENTS -- The requirements detailed in subordinate sections
apply to all aspects of the contractor efforts under this task. SAFETY
REQUIREMENTS -- See the CITD Internal Operating Procedure (IOP),
Communications Division, Maintenance of Underground Cable, dated 6 July
1998. This calls for a manhole guard/attendant per open manhole. In
addition, OSHA confined space standards shall be adhered to by the
contractor. REQUIRED SPLICING METHOD -- Based on the size of the feeder
cables, it is required that the method of splicing use module cases,
allowing 25 pair groups to be done concurrently. This will also
minimize the size of the cable being covered by the closure. REQUIRED
WORK SCHEDULE -- The feeder cables being repaired service a significant
number of major buildings in the "downtown" Picatinny Arsenal area. In
order to minimize downtime to these users, the contractor shall do the
major portion of this work over a single weekend, on Friday after close
of business (1700 hours), Saturday, and Sunday, with cable testing the
following Monday, Tuesday, Wednesday, etc., as necessary. SITE VISIT
-- In order to prepare an informed proposal, each prospective
contractor is required to attend a site visit to tour the specific work
areas where the work is to be performed. The government would like to
conduct the site visit on Thursday, August 20, 1998, at 9:30 a.m.
Interested contractors are to report to building 173. Alternate dates
may be possible if the 20th is not convenient. Please contact Mrs.
Szabo (973-724-5373) advising her of your company's intent to visit or
to make alternate arrangements. HOLIDAY CLOSURE -- In addition to the
normal government holidays, Picatinny Arsenal will be closed the day
after Thanksgiving Day and the period between Christmas and New Year's
Day. Contractors should price and plan their work accordingly.
PROPOSALS -- Contractors should submit proposals showing their
technical approach as well as costs to Mrs. Szabo's attention
(AMSTA-AR-PC-H/ BLDG #9) by noon on September 4, 1998. EVALUATION OF
