to solicit and negotiate with only one source under the authority of
the test program for Commercial Items (Section 4202 of the
Clinger-Cohen Act of 1996) to acquire three (3) Ski Kits (L20500R) for
the Sikorsky produced, Blackhawk UH-60A Helicopter from Airglas
Engineering Company, Incorporated of Anchorage, Alaska. This ski kit
consists of the right ski (modified for external rescue hoist), left
main ski, the tail ski and all attaching hardware. The UH-60A's
conventional wheeled landing gear provides insufficient weight
distribution and little or no resistance to sinking in snow
accumulations or muddy fields with standing water. The installation of
the ski kit on the UH-60A is the only known method to ensure safe
landing/takeoff operations in low weight bearing environments (e.g.
snow accumulations in excess of 10 inches and standing water exceeding
10 inches). Airglas Engineering Company is the patent holder and the
sole developer/manufacturer of the skis thatwill satisfy this
requirement. U.S. Army Aviation and Missile Command (USAAMCOM) has
previously issued an Airworthiness Release for the attachment of the
Airglas Skis to the Blackhawk UH-60A aircraft. This release is required
for each aircraft to be outfitted with the Airglas L20500R, Ski Kit.
This proposed procurement action is for supplies that the Government
does not possess complete, unrestrictive technical data, or the rights
to use such data, to permit full and open competition. F.O.B.
Anchorage, Alaska. Delivery must be made to the James D. Kneeland
Flight Facility, South Burlington, Vermont, within 180 days after
receipt of the order. All responsible sources are encouraged to submit
information, which clearly demonstrates their ability to provide this
