This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular #97-5. CONTRACT LINE ITEM AND
DESCRIPTION IS LISTED AS FOLLOWS: Item 0001 Non-Personel Service. The
contractor shall furnish all personnel,
equipment,plant,labor,supervision and all other items and services
necessary to perform operations connected with replacing existing vinyl
floor coverings and replace with ceramic floor tile patern: Sea Green
DK-341 (2"x2")IAW Statement of Work and Specifications that follow:
STATEMENT OF WORK 1.The work to be done consists of providing all
personel, equipment, tools, materials, supervision and other items and
services necessary to perform all operations in connection with
complete and satisfactory installation of item(s) specified in this
purchase order. 2. Point of contact: For site visit contact Manuel
Saenz(76CES/CEPC)210-925-3947. 3. INSTALLATION LOCATION:Building 1650,
Rooms 271 through 299, Kelly AFB TX 78241-6037. 4. SPECIFICS: The
Government requires five (5) days advance notice prior to commencement
of work. 5. HOURS OF WORK: All work shall be performed between the
hours of 0700 AM and 1545PM Monday through Friday, except for holidays.
The Government will observe the following federal holidays and no
installation will be performed on holidays, unless prior approval is
obtained from the Contraction Officer or their authorized
representative. New Years Day Martin Luther King Day Presidents Day
Memorial Day Independence Day Labor Day Columbus Day Veterans Day
Thanksgiving Day Christmas Day NOTE: Holidays falling on Saturday are
observed on the preceding Friday and holidays falling on Sunday are
observed on the following Monday. 6. Clean-up: The conntractor will
remover all debris, scrape and other foreign matter from the
installation site and dispose of outside of Kelly AFB in accordance
with federal,state, and local regulations. 7. Other provisions: The
contractor will comply with the regulations governing the operation of
the premises wherein the installation is to be performed and will
confine contrator's material,equipment,and personel to the installation
site. 8. Acceptance: Prior to commencement of work, the contractor
shall notify Manuel Saenz (210)927-4176 for commencement of work and
final inspection. SPECIFICATIONS: 1. Statement of Work: The work to be
done consists of furnishing all personnel, equipment, plant labor,
tools, materials, supervision and other items and services necessary in
performing all operations in connection with replacing existion sheet
vinyl floor coveriong with ceramic floor tile. 2. Locaton of work:
Building 1650, Rooms 271 through 299 Kelly AFB TX 78241-6037. 3. Field
Measurements: The contractor shall verify all measurements at the work
site and shall be reponsible for dimensions, fittings, alterations, and
the proper attachments directly connected with the installation. 4.
Construction and design: The contractor shall provide all personnel,
equipment, materials and all items necessary to replace existing inlaid
sheet vinyl floor covering with ceramic floor tile. a. Remove existing
wood base, insure that base board shall not be damaged while being
removed, base board shall be reinstalled after completion. b. Remove
commode and all attachmeents, must be reistalled when repairs are
completed. c. Remove sheet vinyl floor covering and adhesives. d.
Prepare existing cncrete floor as required to accept install ceranic
floor tile. e. Install tile and grout(to match tile),ceramic floor tile
(pattern green sea dk-341). The contractor shall ensure that the tile
meets all safety for this type of (non-skid)installation. f. Reinstall
commode and any required hardware and parts required for a proper
installation. g. Trim base board to compensate for height difference
from existing vinyl and ceranmic tile and match height of the existing
base board, seal all jointed top and bottom edge of the base board. h.
The contractor shall ensure that adequate barricades are provided while
repairs are in progress. i. The contractor shall not repair more than
two (2) units at a time. 5. Scope of Work: The contractor will
coordinate the work of trades for the complete installation as per
construction and design specifications. 6. Work Schedule: Work can be
accomplished between 0700-1700hrs, Monday through Friday, untill work
is accomplished. 7. Clean Up: Upon completion of the work day, the
contractor shall leave the work area in a neat and workmanlike manner.
8. Removal and Disposal: The Contractor is resposible for removal of
all debris resulting from the activities. Debris shall be removed to an
off base site. Utilizing base dumpsters for disposal of job site refuse
by the contractor is prohibited. Use of base dumpster(s) will result in
action taken against the contractor or resposible party 9. Inspection:
Prior to start and upon completion Manuel Saenz (76
CES/CEOC)210-925-3947/8704 is to be notified. 48 hours required for
notification. IMPORTANT NOTICE Contractors wishing to do business with
the Government must be registered in the CCR for any awards resulting
from solicitations issued after June 01 1998 or the contractor will
not be eligible for award. This requirement will apply to all
solicitations and awards, regardless of the media used: paper, oral,
fax, electronic, etc. The only exceptions will be for purchases made
with the Government-wide commerial purchase card, contracting officers
outside the U.S., classified contracts, and contracts executed to
support contigency or emergency operations. Contractor may register in

should contact the buyer/PCO identified in this notice for additional
information and/or to communicate concerns, if any, concerning this
acquisition. If your concerns are not satisfied by the contracting
officer, an Ombudsman has been appointed to hear concerns from offerors
or potential offerors during the proposal development phase of an
acquisition. The Ombudsman does not diminish the authority of the
program director or Contracting Officer, but communicates Contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentially as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
