publicized in the CBD dated 8/14/96. The publication of this CBD notice
covers the annual requirement as contemplated in FAR 35.016(c). Broad
Agency Announcement (BAA) 97-02 describing experimental, developmental,
and applied research work opportunities for the U. S. Army Simulation,
Training and Instrumental Command (STRICOM) and the Army Research
Institute (ARI) was issued 1 October 1996. BAA 95-02 is superseded with
the issuance of BAA 97-02, and will remain in effect for five years or
until superseded. The BAA is general in nature and identifies current
and development areas of research of particular interest to STRICOM
and ARI to include: 1. BATTLEFIELD SIMULATION RESEARCH (i.e.
Engagement, Simulation and Instrumentation Technology, Distributed
Simulator Networks, High Level Architecture (HLA) Run Time
Infrastructure (RTI), Wargame Simulation, and the Synthetic Environment
Data Modeling, Interchange Access, and Reuse Development (SEDRIS)); 2.
TRAINING DEVICE AND SIMULATOR RESEARCH (i.e. Simulator Design
Methodologies, Visual Simulation, Virtual Reality, Software Technology,
Telephone Base Technology Research, and Embedded Training); 3.
INSTRUMENTATION, TARGETS, AND THREAT SIMULATORS RESEARCH (i.e.
Instructional, Targets and Threat Simulators); 4. TEST AND EVALUATION
RESEARCH; 5. TRAINING SYSTEMS RESEARCH; and 6. TRAINING SYSTEMS
EVALUATION RESEARCH. This BAA also covers the announcement for
Cooperative Agreements which can be found in Part IV of the BAA. Awards
resulting out of this announcement may take the form of a contract or
a cooperative agreement. A copy of BAA 97-02 can be obtained by
downloading the STRICOM's World Wide Web (www) Home Page accessed at
www.stricom.army.mil. Amendment 0002 to BAA 97-02 will be issued on or
about 11 Aug 1998. Upon issuance of Amendment 0002 (on or about 11 Aug
1998), you will be able to access it from STRICOM's www home page. At
this time, Amendment 0002 is not accessible. Potential sources are
encouraged to request a hard copy of BAA 97-02 and Amendment 0002 from
Mrs. Vanessa Dobson, Code 25738, at the address above. If you have
already requested a hard copy of the solicitation under either BAA
96-02 or BAA 97-02, there is no need to make a request for the
Amendment. Your initial written request will automatically generate a
mailed copy of the Amendment. After review of the BAA, potential
sources are encouraged to contact the appropriate STRICOM or ARI office
to determine if a response to the BAA is warranted. Points of contact
are identified in the BAA. If a potential source has a novel research
approach, a white paper should be prepared. The white paper should
address the major research thrust, the technical approach, the research
