(DISA)/Defense Information Technology Contracting Organizations (DITCO)
will issue a Request For Proposal (RFP) for Defense Information Systems
Network Transmission Services -- Pacific (DTS -- P) on or about 21
August 1998. The DISN Transmission Services -- Pacific (DTS -- P)
contract will meet the transmission needs of the Department of Defense
and its Services and Agencies and other Federal Departments within the
Expanded Pacific Region. The Expanded Pacific Region includes the
Commander-In-Chief Pacific (CINCPAC) Area of Responsibility (AOR)
including, but not limited to Alaska, Antarctica, Australia, Canada,
Diego Garcia, Guam, Hawaii, Japan, Johnston Island, Korea, Kwajalein,
Okinawa, Philippines, Singapore, South East Asia and Wake Island and
the SOUTHCOM AOR including the Caribbean, Central America and South
America. The essential characteristics of the DTS -- P are positive
control, flexibility, agility, diversity, security, interoperability,
seamless, cost-effective, and commercial-off-the-shelf (COTS) standards
based. The Contractor shall provide transmission services between any
two locations worldwide (except for services where both termination
points are within the State of Hawaii) so long as at least one of the
termination points is located within the Expanded Pacific Region. The
Contractor will be responsible for interfacing at Government designated
Bandwidth Manager locations designated as Gateways for connectivity to
the Continental United States and the State of Hawaii. Services can be
long term (up to the duration of the contract) or short term (i.e.,
less than 90 days). The transmission services shall support digital
voice, data and video services along with signal encryption
capabilities between points designated by the Government. The
Contractor will be responsible for furnishing all personnel,
facilities, equipment, material, supplies, support and management, and
shall perform all functions necessary to perform site surveys,
engineer, configure, condition, provision, install, test, operate,
maintain, administer and secure all services to achieve/provide
physical and electronic connectivity as set forth in the Statement of
Work and Functional Requirements Specification. The scope of the DTS --
P contract includes the following: (a) PAC Intra- and Inter- access
area point-to-point transmission services. Transmission may be acquired
at all bandwidths of services during the life of this contract. (b)
Commercial ATM overflow service to augment the Government's ATM
infrastructure and bulk encryption may be acquired as service options.
(c) Network management information provided electronically to the
Government Regional Operations and Security Centers (ROSC) at DISA PAC
Headquarters, Wheeler Air Base, Hawaii. Security related information
will be reported electronically to the Global Operations and Security
Center (GOSC), CINCPAC J6, D3 Transport Product Manager, and to
Government Regional Operations and Security Centers (ROSCs); ROSC
PACIFIC, ROSC SCOTT, ROSC COLUMBUS, and ROSC EUROPE. (d) Post, camp,
and station support services including, but not limited to wiring,
equipment and related installation services to accommodate service
delivery as defined in specific Task Orders. The Government may order
any transmission media, speed or technical enhancement that becomes
commercially available during the contract term to accomplish the
foregoing service objectives. The contract will be awarded to the
responsive, responsible technically acceptable offeror presenting the
lowest life cycle costs for implementing and maintaining, over the life
of the contract, the evaluation model services. It will be a
Fixed-Price, Indefinite Delivery/Indefinite Quantity Contract with a
supporting Time and Materials component. The period of performance will
be a five year base period with five one year option periods. The RFP
will be posted on or about 22 August 1998 on the World Wide Web at
http://www.ditco.disa.mil under Contracting Opportunities on the
DITCOHome Page. A reading room with related reference material is
located at the DISN Program Management Office, 5111 Leesburg Pike,
Skyline 5, 9th Floor, Room 9114, Falls Church, Virginia. The reading
room is AVAILABLE BY APPOINTMENT ONLY from 0800 to 1130 and 1300 to
1630, Monday through Friday, excluding Government holidays. Contract

a 110V outlet for the contractors use in the reading room. The
Government will not furnish copiers, faxes, telephones, or paper for

DISN Transmission Services -- Pacific Preproposal Conference has been
scheduled for Friday, 28 August 1998 from 1000 until 1600. The
conference will be held at the Global Reach Planning Center (GRPC), 105
W. Martin Street, Building 109, Scott Air Force Base, Illinois.
Registration and directions for the Preproposal Conference are
available on the DISA External Homepage at www.disa.mil. Attendess at
the Conference will be able to receive messages at 618-229-4549 (DSN

scheduling site surveys at 19 separate Pacific AOR locations.
Prospective offerors desiring to have representatives participate in
the site surveys shall provide registration information in writing to
DITCO/DTS22, Attn: Mr. Terry L. Green, 2300 East Drive, Scott AFB, IL.,
62225-5406, (RFP DCA200-98-R-0043). Registrations may be mailed to Mr.
Green, faxed to him at 619-229-9436 or emailed to
greent@scott.disa.mil. Site surveys are scheduled for Hawaii at Hickam
AFB and NCTAMS Wahiawa, Guam at Anderson AFB and Finegayan, Korea at
Osan, Walker Camp Tango and Yongsan, Japan at Sasebo, Yokosuka, Yokota
and Misawa, Okinawa at Camp Courtney, Fort Buckner and Kadena, Alaska
at Elmendorf AFB, SOUTHCOM in Puerto Rico, Panama and JTF-B
(Honduras). Requests must be received no later than 14 calendar days
from the date the RFP is released. Request for site survey reservations
must provide the following information for each individual desiring to
attend the site surveys: full name, social security number, company
and position, security clearance, granting agency, date clearance
granted, birth date, place of birth and citizenship. The survey date
and time, name, address, and telephone numbers of the contacts will be
provided only to those offerors who register to attend the site
surveys. PROSPECTIVE OFFERORS ARE REQUESTED TO LIMIT THEIR ATTENDEES TO
TWO PER COMPANY. ALL inquiries regarding the DTS -- P RFP shall be
