a Request for Proposal (RFP) for the maintenance, operations,
recertification and engineering services to support the Central
Research Support System facilities at the NASA Lewis Research Center in
Cleveland, Ohio and the Plum Brook Research Facility in Sandusky, Ohio.
The contractor shall furnish all labor, supervision, tools, materials,
equipment, engineering, transportation and on-site management
necessary for the operations, maintenance, engineering recertification
and repair of the Central Research Support System (CRSS), other
Pressure Systems and Pressure Vessels (PSPV) and related systems and
equipment, and also for the provision of other miscellaneous services.
The research conducted at the Center relies upon the specialized
services provided by the CRSS. The CRSS includes combustion air at
various pressures, compressed air pre-conditioning equipment (such as
drying, heating, cooling), altitude exhaust, refrigeration systems,
hydraulic systems, cooling tower water systems, cryogenic systems, high
pressure gases and fuel systems, variable frequency high voltage power
condition, wind tunnel drive motor systems, centralized computer
controls and a variety of other components. The specialized systems
controlling the production and distribution of these services are part
of the CRSS infrastructure to be operated, maintained, repaired,
certified and modified under this contract. Work to be performed
includes repair of system components, developing and modifying computer
software to monitor and control the CRSS, engineering of software and
control systems, repair of large and complex heavy machinery including
electrical repair of system components and dismantling of machinery
and other industrial equipment, millwright services, engineering,
evaluation and certification of pressure vessels, mechanical
engineering to support the CRSS, pressure vessels and fuel distribution
systems. The period of performance will be five years consisting of a
two-year base period with an additional three one-year option periods.
The government anticipates awarding a cost plus incentive fee contract
with firm fixed price elements. The provisions and clauses in the RFP
are those in effect through FAC 97-04. The Government does not intend
to acquire a commercial item using FAR Part 12. See Note 26. This
procurement is a total small business set-aside. See Note 1. The SIC
Code and Size Standard are 8744 and $20 million, respectively. The DPAS
rating for this procurement is DO-C9. The anticipated release date of
RFP3-095280 is on or about September 18, 1998 with an anticipated
proposal due date of about November 2, 1998. A Draft RFP will be
available on or about August 10, 1998. Comments on the Draft RFP are
requested by August 31, 1998. All qualified responsible sources may
submit a proposal which shall be considered by the agency. An ombudsman
has been appointed. See Internet Note "B". The solicitation and any
documents related to this procurement will be available over the
Internet. These documents will bein Microsoft Office Suite (Word 6.0,
Excel 5.0, or PowerPoint 4.0) format and will reside on a World-Wide
Web (WWW) server, which may be accessed using a WWW browser
