R -- SPRANS REVIEW SOL 98-OA-262518(MJS) DUE 082498 POC Mary Jean Skinner, 301-443-5237 The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with Amy Fine, 3372 Stuyvesant Place, NW, Washington, DC 20015 to conduct a review of the Special Projects of Regional and National Significance (SPRANS) program in order to gain a better understanding of the scope and range of the SPRANS projects; how SPRANS priorities are set within the Maternal and Child Health Bureau (MCHB) and within the MCHB Divisions; how SPRANS priorities fit with the mission of MCHB and of HRSA; and how SPRANS priorities fit with stated program goals. The review will also report on what is known about the impact of SPRANS on project populations, State Title V Programs, and on developments in the field of Maternal and Child Health in the United States.
