Modification Warning System, Public Information Campaign. The purpose
of the campaign is to increase the level of emergency safety and
preparedness of the residents downstream of Casitas Dam, specifically
during the period the dam is undergoing modification. Emergency
programs, procedures, and systems may or may not be continued
long-term. As a result of the public information campaign, the public
should be aware of why the dam is being upgraded and learn what action
they should take in case of earthquake damage or other emergency at
the dam, although this contract does not cover public information on
the actual modification activities at the dam. The campaign needs to
reach all communities in the inundation plain, including non-English
speaking, minority, and disabled residents. The objectives of the
campaign are to educate the public on evacuation procedures appropriate
for their area; coordinate with emergency management agencies;
establish program which can easily be adapted/continued over long-term;
and alert but not alarm community. After initial consultation with
various coordinating agencies, and Reclamation public affairs staff,
the contractor will develop a public education plan and roll-out
strategy. The contractor will develop public education deliverables and
assist project staff with its implementation. All work will be done in
accordance with Department of the Interior (DOI) and Region policy,
guidelines, and procedures. Contractor Qualifications: The contractor
must possess knowledge of risk communications and crisis management.
The contractor must have experience developing public education
programs for emergency management and have the ability to grasp the
intricacies of the warning system as well as the dam modification
project. The contractor must have experience working with adversary
groups. The contractor must be familiar with the demographic and social
characteristics, local government agencies, community organizations,
and media sources of Ventura County. The contractormust have corporate
resources in Ventura County to support the implementation of the
program. The estimated amount of the procurement is less than $100,000.
The performance period is estimated to be 2 years. An RFQ will be
issued to contractors considered highly qualified. Contractors
