S -- NOTICE OF INTENT TO EXECUTE A SOLE SOURCE TASK ORDER UNDER ENERGY CONSERVATION SERIVCES BASIC ORDERING AGREEMENT!! The Government intends to issue a sole source task order with Hawaiian Electric Company, Inc. (HECO) in accordance with Clause C.5 -PRELIMINARY AUDIT of Basic Ordering Agreement (BOA) N62742-96-G-3520 and under the authority of Public Laws 10 U.S.C. 2304(c)(5) and 10 U.S.C. 2865(d). The purpose of the task order will be to provide preliminary audits of buildings located in Naval Reserve Center, Honolulu. The Task Order consists of an on-site building investigation and evaluation to determine significant energy conservation opportunities. Four optional phases are included in this task order and may be exercised in accordance with the following clauses of the BOA: a) Clause C.6 ENERGY CONSERVATION PROJECT (ECP) FEASIBILITY STUDY, b) Clause C.7 ENGINEERING AND DESIGN PHASE, c) Clause C.8 -- ECP IMPLEMENTATION PROPOSAL SUBMISSION, d) Clause C.9 -- ECP IMPLEMENTATION PHASE. The Government is not obligated to proceed with the optional phases. Subcontractors will be competitively selected by HECO.
