synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Quotes are being requested and a written
solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-05. This solicitation is being issued
under RFQ #80199. This is a 100% set aside for small business. The SIC
code is 8299 and the business size standard is $5,000,000.00. The FBI
requires two sessions of Occupational Safety and Health Administration
(OSHA) training for approximately 184 students. Each session shall
include 92 students to be divided into three groups of 35 students each
with one qualified OSHA instructor per group. The first session,
(8/31-9/2/98) will be held in Fredericksburg, VA at the Sheraton Inn
Conference Center. The second session (9/14-17/98) will be held in
Quantico, VA at the FBI Academy. Instructor shall teach the following
topics and be able to incorporate them into existing FBI policies: a)
welcome and course orientation b)introduction to the OSHA act of 1970,
section 19, EO 12196 and 29 CFR part 1960, c)introduction to 29 CFR
part 1910 (i.e., OSHA Workplace Standards) d) OSHA program elements and
objectives e) OSHA duties and responsibilities of collateral duty
safety and health officials (CDSHO) f) OSHA & environmental audit &
inspection program g) establishment of hazard and abatement program, h)
record keeping and reporting of occupational injuries and illness I)
OSHA accident investigation j) occupant emergency program (i.e. GSA
guidelines) k) OSHA council and committees duties and responsibilities
l) OSHA training requirements for federal employees and m) allegations
of reprisal for OSHA activities and n)evaluation of federal OSHA
programs. Contractor shall: a)provide resumes and academic credentials
of contractor instructors b) provide three (3) references on previous
contracts (commercial or government) where the instructor and
contractor have performed this type of training with at least 2 years
of documented experience in instructing federal employees in the OSHA
Act of 1970, section 19 c) provide each student with a certificate of
completion signed by a qualified OSHA instructor which states that: "
he/she has completed OSHA training in full compliance with 29 CFR Part
1960, subpart 1960.58. d) provide three qualified OSHA instructors for
each session e) provide copies of the following for each student: 29
CFR Part 1960 (including section 19 of the OSHA Act of 1970 and EO
12196),the latest edition of 29 CFR Part 1910, and other related
materials to support the OSHA training session objectives f) provide
course content and brochure that address the FBI needs. The evaluation
criteria shall be based on: 1) course content or brochures that
address the FBI needs as set forth in the solicitation 2) price
3)resumes which include the educational background and credentials of
OSHA qualified instructors with a minimum of two years documented
training experience instructing Federal employees in the specified
curriculum. The following clauses and provisions are incorporated by
reference and apply to this acquisition: FAR 52.212-1 Instructions of
Offerors Commercial Items (Aug 1998); FAR 52.212-2 Evaluation --
Commercial Items (Oct 1997); FAR 52.212-4 Contract Terms and Conditions
-- Commercial items (Apr 1998). Each offeror shall include a completed
copy of the FAR 52.212-3 Offeror Representation and Certifications --

responsible quoter submitting the lowest priced, technically acceptable
quote, meeting all terms and conditions set forth in the solicitation.
