combined synopsis/solicitation for commercial item lease agreement
prepared in accordance with the format in FAR Subpart 12.6 as
supplemented with additional information included in this notice. This
announcement constitutes the only, solicitation; proposals are being
requested and a written solicitation will not be issued.
DAHA23-98-Q-0084 solicitation is issued as a Request for Quote (RFQ).
Solicitation documents are incorporated, provisions and clauses in
effect through Federal Acquisition Circular 90-46, 15 Jul 1997. This is
a Firm-fixed price acquisition for lease of SIC Code 3829 equipment.
The USPFO-Missouri intends to acquire a 1 year lease agreement for an
Aircraft Generator Test System with the following specifications: 1.
Aircraft Generator Test System equivalent to ot greater than Avtron
Generator Test Stand consisting of Model K838-100 Test Stand dual pad
gear box must be capable of operating at 460 VAC, 60Hz, 3 Phase, Model
K848 adapter set, Model K735 Automatic Test equipment, and K745 Test
Adapter. No technical drawings are available. 2. The Test Stand
requirement is for a 100 Horsepower DC Motot, 17,000 RPM Gearbox with
AND200007 (Army/Navy Design) Mount Pad configuration, 180A Advantage --
32 Digital Drive, 118KVA isolation transformer and circuit breaker,
two-bay operator console, dual pad gear box, portable oil supply cart,
portable air cooling cart, 60 KW/50KVAR AC load bank, 30V 1000A DC
starter power supply with 1400 a 28VDC, DC. Must have the capability to
perform both "locked-rotor" and "no-load" (free spin) starter
teste;additional requirement for dynamic torque feature to perform
"Torque Set Point" test and "Flywheel Test". 3. The adapter set
utilized with the Test Stand must include adapter of AH-64 main
generator, UH-60 main generator, UH-60 APU generator, CH-47D main
generator, CH-47D generator, OH-58D DC starter generator, OH-58D 10 KVA
generator, UH-1 and AH-1F starter generator, AH-1F AC generator. 4. The
Universal Automatic Aircraft Power Component Test Set must be capable
of operating at 460 VAC, 60 Hz, software to perform final assembly test
and calibration with OH-58D generator control unit and printed circuit
board assembly which tests calibration with the OH-58D generator
control unit adapter, a chart recorder and software to control recorder
during testing. 5. The adapter set utilized with the Universal
Automatic Aircraft Power Component Test Set includes; adapters ofr the
AH-64, UH-60, CH-47D, AH-1F, and OH-58D generator control unit, UH-1
and AH-1F voltage regulator, AH-64 transformer rectifier unit, and AH-1
Transformer rectified. The Lease Terms and Conditions are as follows:
1. Lease Period to be one (1) year from date of receipt and acceptance
of equipment at the MO-AVCRAD Shop, 2501 Lester Jones Avenue,
Springfield, Missouri, 65803. 2. During the Lease Period the Lessor, at
their own expense, shall replace or repair and defective pieces, parts,
or components, within three (3) working days, provided the leased
equipment is utilized properly under normal working conditions. The
lessor shall incur all related costs relating to repair of the leased
equipment back to a serviceable working condition. 3. No alterations,
modifications or attachment will be made to the leased equipment, by
the Lessee, without Lessor's approval. All operating supplies required
for the use of leased equipment will be provided by the Missouri Army
National Guard, at it's expense, and must meet Lessor's
specifications. 4. The Lessee shal not be restricted during the Lease
Period concerning us of leased equipment. At the conclusion of
agreement the Missouri Army National Guard, at it's expense, will
properly prepare equipment for shipment, in a good serviceable
condition (except for normal, fair wear and tear) to the Lessor. 5.
Time of Delivery; Shipment is FOB Destination and must be received nine
(9) months after receipt of order "ARO", during normal business hours
0700 -- 1630 hrs, Monday through Friday. At the Time of Delivery the
MO-AVCRAD Shop in conjuction with the Lessor, determines equipment is
in good working condition, and will complete and forward to the USPFO-
Missouri, within three (3) working days all related acceptance
documents for Lease Period to begin. 6. Calibration; and gauges or
instrumentation on leased equipment must meet all the requirements of
International Organization of Standards (ISO) 10012-1 and all
calibration procedures provided to Lessee at Time of Delivery. 7.
Facility Electical Requirement; Lessor will furnish the MO-AVCRAD Shop
with diagram/instructions for installation and wiring of the Generator
Test Stand to their facility. All materials required for this
installation will be incurred by the Lessee. 8. Personnel Training;
requested for a period of one (1) week, at an agreed upon time, prior
to Time of Delivery, at Lessor's facility for two (2) Missouri Army
National Guard personnel. The Missouri Army National Guard will be
responsible of Personnel's travel, lodging and per diem. Training
provided by the Lessor to include; mainteneance, trouble shooting,
operation and calibration of leased equipment. The Missouri Army
National Guard, MO-AVCRAD will furnish aircraft components; i.e.,
generator, generator control units, relays, power supplies and
ancillary equipment required for testing during the Personnel Training
Period. Shipment of the components t/from the Lessor's facility will
be at the Lessee's expense. 9. Invoicing and Payment; monthly
invoicing, to be submitted upon acceptance of leased equipment and
continue through Lease Period (12 equal invoices). Payment terms; net

Contract Tems and Conditions-Commercial Item apply to the acquisiton.
5. Clause 52.212-5, Contract Terms and Conditions Required to Implement
