miscellaneous Architectural-Engineering (A-E) services for Buckley Air
National Guard Base, Aurora, CO; Greeley Air National Guard Station,
Greeley, CO; and Airburst Range, Fort Carson, CO. Services shall be
Title I, A and B Design Services, to furnish complete investigations,
design, drawings, specifications, cost estimates and documents suitable
for bidding and constructing miscellaneous projects on the above
installations. Work includes, but is not limited to, the following: (a)
Typical investigations such as environmental, topographical, and
boundary surveys and soils testing, etc.; (b) Studies to determine the
capacity for existing utilities, mechanical, electrical, and fire
protection systems; (c) Investigation of existing structural integrity;
and (d) Associated design services. The Government reserves the option
to negotiate for the performance of Construction Inspection Services
(Title II, Type C) with the selected firm. The Government also reserves
the option of canceling Type B Services upon review of Type A Services.
Contract will be for a basic one-year period limited to a maximum of
$1.5 million in accumulated fees with a one-year option (if exercised)
limited to an additional $1.5 million in accumulated fees. Individual
delivery orders will be issued for each specific project and will not
exceed $300,000. The selected firm will either have in-house support
or have a continuing service agreement with their consultants in the
other major disciplines. Estimated contract start date is 13 March
1999. The proposed services will be procured by a negotiated
firm-fixed, unit-price, A-E contract. Significant evaluation factors
and their relative importance in the selection process are as follows:
(1) Professional qualifications necessary for satisfactory performance
of the required services; (2) Specialized experience and technical
competence in the type of work required; (3) Capacity and resources to
accomplish the work in the required time; (4) Past performance on
contracts with Government agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules; (5) Location in the general geographical area of the project
(50-mile radius of Buckley ANG Base) and knowledge of the locality of
the projects; (6) Demonstrated success in prescribing the use of
recovered materials, achieving waste reduction and energy efficiency in
facility design; and (7) Volume of work awarded by DoD and NGB during
the previous 12 months (1 Aug 97 through 31 Jul 98). Those firms
meeting the requirements described in this announcement and wishing to
be considered by this office must submit Standard Forms (SF) 254 and
255 and appropriate data and shall include Taxpayer Identification
Number (TIN) with their request. Only those SFs 254/255 submitted for
this project will be considered. No other general notifications of this
project will be made. No other action beyond submission of the standard
forms is required or encouraged. Only responses received within 30 days
from the dateof appearance of this announcement in the CBD will be
considered. Should the due date fall on a weekend or holiday, the forms
shall be due the first workday thereafter. All responsible sources
shall be considered. This is not a Request for Proposal. Site visits
will not be arranged during the submittal period. The SIC Code is 8712
with annual receipts of $2.5 million or less. This will be an
unrestricted proposal in accordance with the Small Business
Competitiveness Demonstration Program. Successful contractor for this
contract will be ineligible to compete for the A-E design contracts for
which they have developed the project book and/or Statement of Work.
