This project consists of rebuilding Feeder #1, a 46 KV electrical overhead distribution line that serves the south and southeast portions of Kirtland AFB, NM. The work includes, but is not limited to, replacement of deteriorated power poles, installation of new power poles, replacement of guy wires and anchors, re-tensioning guy wires, adding dampers to conductors and overhead ground wires, adding pole ground guards, wire, offsets, insulators, and ground rods, replacement of crossarms. Most of utility line is accessible by unimproved dirt roads and trails with some runs over arroyos (gulches) and hills. One optional line item will be included for the substitution of polymer insulators in place of porcelain insulators required as part of the basic work. The magnitude of construction is estimated as follows: Between $250,000 and $500,000 with a total performance period of 120 calendar days. This project will be acquired using Full and Open Competition. The SIC code is 1731 with an applicable size standard of $7.0M. Note: Funds are not presently available for this project. No award will be made until funds are available. The Government reserves the right to cancel this solicitation either before or after the receipt of bids, with no obligation to the bidder by the Government.
