Protection Agency's Office of Mobile Sources (OMS) in Ann Arbor MI, is
seeking to obtain three Direct Current (DC) dynamometers and three
solid-state controllers/ drivers with speed and torque mode operation.
The DC dynamometer is needed for testing advanced small and light-duty
engine technology. The motoring and absorbing capacity of the DC
dynamometer shall provide the following nominal load/speed
capabilities: 250 volt excitation, 550 amps, rated (150-250) HP
absorbing and (120-150) HP motoring at speed 2500/6000 RPM. The
dynamometer shall include: external blowers and lubrication for
armature bearings, check arms, torque arm, installed load cell, signal
conditioner, 60-tooth wheel assembly mounted on the shaft with
bi-directional magnetic pickup for speed feedback (included), stator
lock, gear rotators, and shaft nuts, trunnion bearing rotators and
trunnion mounted on a base measuring 50" x 56" (nominal).
Remanufactured dynamometers that meet the above specifications will
also be considered. The solid-state controllers/drivers shall be
designed, sized, and manufactured specifically to meet the
dynamometers' capacity and requirement. The controller shall include
the following: Nema 1 enclosure completely wired and tested,
solid-state conrol, four quadrant digital regenerative DC drive,
disconnect with flange-mounted handle, door-mounted meters armature
volts/amps, field weakening controller, drive isolation transformer,
operator control panel with illuminated control functions, as follows:
dynamometer start/stop, E stop, torque/speed selector, direction
selector, speed and torque precision dial indicator, dynamometer
digital speed and torque displays, auxiliary motor start and stop, and
drive fault indicator. Installation and start-up for the dynamometers
and controllers is required. EPA shall provide, before system
delivery, in the test cell, bedplate, and power feeds based on the
specifications of the dynamometers and contollers. EPA shall also be
responsible for setting the dynamometers on the bedplates and
contollers/drivers enclosure in the test cell. Issue date for the
solicitation document will be approximately August 25, 1998. This is a
small business set-aside. The applicable SIC Code is 3826. All
