The Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River, Maryland has a requirement for four (4) Model EDR-3DM4 Transient Voltage Recorders, four (4) Model EDR3DM8MB extended memory option for Model EDR-3DM4 Recorders, three (3) Model EDR-4M6 High Speed Digital Recorders, three (3) Model EDR4M48MB factory installed 48 MB extended data memory upgrade for Model EDR-4M6 Recorder and one (1) Dynamax DM-3 software package. The Government intends to contract on a sole source basis with Instrumented Sensor Technology (IST), 4704 Moore Street, Okemos, Michigan 48864. IST is the only known source for providing these receivers, as it is mandatory that the ruggedness and small size/weight of these recorders make them capable of being installed in aircraft with minimal impact to limited aircraft space and weight requirements. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; REQUESTS FOR QUOTES ARE SOLICITED WITH THIS ANNOUCMENT AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This is a request for proposal (RFP) number N00421-98-R-1283. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-5 and Defense Acquisition Circular 91-13. The applicable SIC code is 3812, size standard of 750 employees. The contract line item numbers and items shall be in the following format: CLIN 0001 -- four (4) Model EDR-3DM4 Transient Voltage Recorder-6 external input channels with fully programmable triggering and recording. +/-2V full scale inputs. 333kB memory per channel. C-cell battery pack. High speed RS-232 data interface. Includes DynaMax DM-1 software package for recorder set-up, data download and time domain analysis; CLIN 0002 -- four (4) Model EDR3DM8MB-8MB extended data memory option for EDR-3DM4 Recorder. Increases data memory per channel to 1.22 MB (8MB total); CLIN 0003 -- three (3) Model EDR-4M6 high speed digital recorder. Six external input channels, fully programmable triggering and recording. 12-bit A/C. 6MB onboard memory, high speed parallel port data upload, D-Cell battery pack; CLIN 0004 -- three (3) Model EDR4M48MB-factory installed 48 MB extended data memory upgrade for Model EDR-4M6 recorder. Increases total data memory per channel to 8MB; CLIN 0005 -- Dynamax DM-3 software package. Provides power spectral density calculation, display and analysis from recorded EDR-3/4 data. The contractor shall deliver CLINs 0001-0005 within 60 days after contract award to: Receiving Officer, MS-31, Supply Department, Naval Air Warfare Center Aircraft Division, Bldg. 2185, Suite 1130, Patuxent River, MD 20670. Inspection shall be made at destination. FAR 52.212-1 Instructions to Offerors -- Commercial Items (OCT 1995) is incorporated by reference and applies to this acquisition. The provision at 52-212-2 Evaluation -- Commercial Items (OCT 1995) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: an award shall be made to that responsible offeror submitting a technically acceptable proposal and offering the lowest evaluated price, with the ability to meet the required delivery schedule. Incomplete material that does not clearly demonstrate full compliance with the evaluation factors may result in an offer being determined unacceptable and being removed from consideration for contract award. Therefore, it is incumbent on the offeror to provide sufficient technical information (technical brochures, written information, drawings, illustrations, documentation, etc.) to enable the Government to make an adequate technical assessment of the offeror's proposal. Price shall be the deciding factor among technically acceptable proposals. It is imperative that the offeror provide sufficient written data (a copy of the current catalog, price list, threerecent invoices for the same or similar equipment and any other supporting information) verifying the price offered. The clause at FAR 52.212-4 Contract Terms and Conditions -- Commercial Items is incorporated by reference and applies to this acquisition. Additionally, each offeror shall include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items (JAN 1997) and DFARs 252.212-7000 Offeror Representations and Certifications -- Commercial Items (NOV 1995) with its proposal. WARRANTY: The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale for all CLINs. Acceptance of the warranty does not waive the Government's rights under the Inspection clause, nor does it limit the Government's right with regard to the other terms and conditions of the contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of ALL CLINs. Any contract award as a result of this solicitation will be a DO -- A70 rated contract. All responsible sources may submit a proposal which shall be considered by the agency.
