The Naval Air Systems Command intends to modify contract N00019-96-C-0188 to include initial operational test and evaluation (IOTEP) for the operational flight trainer (OFT) and cockpit procedures trainer (CPT) currently being updated to the engineering and manufacturing development (EMD) configuration of the V-22 aircraft. Only Hughes Training Inc. (awaiting name change to Raytheon Systems Company) possesses the technical data, engineering expertise and the in-depth knowledge of the design and operational/performance characteristics of the V-22 OFT/CPT to perform this effort.
